Wood Chip Pile <br />The applicant is requesting a special use permit for the specific use of open and outdoor <br />storage of a wood chip pile to a maximum height of fifteen (15) feet. The wood chip pile <br />is provided as a community service to our citizens that would be located on the far south <br />end of the Public District property (Country Drive Pin# 06- 29- 22- 11- 0002 -1) on an old <br />blacktop surface as indicated on the site plan. <br />The applicant has not proposed any screening of the wood chip pile as it would create <br />an environment for dumping of unwanted debris and in addition the wood chip pile can <br />not be adequately screened due to the nature of the pile. Screening is not a <br />requirement in this district for this specific use. <br />Open and outdoor storage as a special use is permitted in the side and rear yards with <br />a special use permit within the Public zoning district provided the following conditions <br />are met: <br />1.. The use is found to be consistent with existing surrounding uses in the area and <br />with the underlying land use plan for the district in which it is located. <br />2. The Wood Chip Pile must be the exclusive use of the property subject to the <br />permit, and shall not be mixed with other land uses, whether permitted or <br />conditional as this site will not be fully screened from residential uses or public <br />right -of -way. <br />3. The use will not be screened from adjacent residential uses or public right -of- <br />way as to deter dumping of unwanted materials in this area along with safety and <br />access to the wood chip pile. <br />4. The maximum allowable height of the wood chip pile is fifteen (15) feet. <br />5. This use would sunset upon sale of adjacent Public Works Garage to the north of <br />this property. <br />6. The wood chip area and associated drives must be surfaced with Class V or <br />other material as determined by City Council. <br />7. Other conditions or requirements as specified by City Council deemed necessary <br />to keep the site from becoming a nuisance to the public or adjoining property <br />owners. <br />8. If site becomes a pubic nuisance as determined by the Code Enforcement Officer <br />and /or Public Works Director this use will terminated and restored to a green <br />area. <br />Storage Area Surfacing <br />The wood chip pile storage area will be surfaced with a Class V material (gravel). <br />RECOMMENDATION <br />Based on the information discussed in this report, staff recommends the approval of the <br />proposed special use permit application for the specific use of open and outdoor <br />Page 155 <br />
