N\C <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 6, 1999 <br />RE: Little Canada - US West Antenna Tower / Citgo <br />FILE NO: 758.09 - 99.06 <br />US West has applied for a Conditional Use Permit to construct a new wireless <br />telecommunications tower on the Citgo property at 300 East Little Canada Road. The <br />proposal was tabled at the Planning Commission's March meeting pending the submission <br />of information regarding the potential for co- location on other tower sites. US West has <br />supplied a report from its radio engineer stating that other existing tower locations either <br />fail to serve the area between Rice Street and 35E, or cause other interference. These <br />alternative locations include both existing antenna towers and the City's water tower. <br />The engineer also stated that the City's fire station antenna would have to be extended <br />significantly to meet the height requirements of US West. However, this site is apparently <br />a feasible location if the tower were sized appropriately. <br />Without other feasible existing alternatives, the applicant is requesting approval of the <br />proposed location at the southwest corner of the Citgo property. There is one remaining <br />requirement which the applicant will need to supply. The Ordinance also requires a <br />landscaping and screening plan which screens the ground equipment from view. A plan <br />which illustrates how the applicant will accomplish this requirement should be submitted <br />for City review and approval. <br />Although new towers are discouraged in the City, it appears that the applicant has met its <br />burden to show that other existing sites are not feasible.
