Signage: <br />The sign ordinance permits each business two identifying business signs. The signage <br />can consist of one pylon and one wall sign or two wall signs, but not two pylon signs <br />based on the square footage of the building. Currently there are three separate signs at <br />the business entrance. <br />Policy Considerations / Code Enforcement problems: <br />Several conditions on the site are out of conformance with the requirements of the <br />Zoning Ordinance and/or previous approvals. <br />FINDINGS OF FACT <br />Based on the initial and additional information submitted by the applicant and the <br />information discussed in this report, staff can not recommend approval of the proposed <br />application for a PUD permit for open and outdoor storage. The action taken on this <br />application should be based on specific findings of fact relating to the City's <br />Comprehensive Plan and site in question. The findings of fact include: <br />(1) The proposed new use is inconsistent with the PUD District's <br />objectives of higher quality site design and conditions than the Zoning <br />Ordinance would otherwise require. The City has enacted a Planned <br />Unit approach to encourage limited expansion and guide development <br />to create an aesthetically pleasing environment coupled with <br />improvements to control landscaping, paving, and excessive outdoor <br />storage. (Comprehensive Plan p.29, 35.) <br />(2) The proposed mix of uses is not consistent with the intent of land use <br />plan. The land use plan has targeted this area as being a highly visible <br />to the public and will consider high quality buildings and businesses in <br />an effort to encourage further private improvements and property value <br />to this area. (Comprehensive Plan p.30.) <br />(3) Several conditions on the site are out of conformance with the <br />requirements of the Zoning Ordinance and/or previous approvals. <br />CODE ENFORCEMENT RECOMMENDATIONS <br />1. The employee parking area to the east of the site must be paved with, but not limited <br />to, asphalt, bituminous or concrete in order to control dust and drainage. <br />2. The parking area to the east of the site should be posted "employee parking" as <br />recommended by the March 28, 1983 planner's report. <br />3. The open off - street parking areas need to have a perimeter continuous curb barrier <br />around entire parking lot. <br />4. All parking stalls should be marked with a white or yellow paint lines not less than <br />four (4) inches wide. <br />5. The entrance and driveway into Groundskeeper needs to be covered with, but not <br />limited to, asphalt, bituminous or concrete in order to control dust and drainage. <br />Page 7 <br />
