EXHIBIT A <br />Memo <br />To: Ken Nielsen <br />From:Dan Weisenburger <br />Date: 03/25/99 <br />Re: Little Canada — U.S. West Wireless — Citgo Antenna Location <br />At the request of the planning commission for the city of Little Canada I have <br />reviewed several potential sites for the location of MIN242. <br />The criteria for site selection is that a site be geographically located and constructed <br />to provide good service levels for our customers. At the same time, care must be <br />given to prevent interference to our existing service in other areas. Our philosphy of <br />antenna placement differs from cellular providers in that a tall antenna can be self - <br />defeating. At the frequencies of PCS a tall structure enhances the probability of <br />tropospheric ducting, resulting in uncontrolled interference, more so than cellular <br />frequencies because of the much shorter wave - length. <br />I have included maps of drive tests we have performed. These tests were done with <br />a test transmitter operating on our test channel at the maximum permissible power <br />and at heights which were practical for the location being tested. The maps show <br />colors representing signal strength. The Blue indicates areas where we would have <br />coverage inside most conventional buildings. The Green indicates areas where <br />frame constructed buildings, such as homes would continue to have coverage. The <br />Yellow shows areas that provide good service to customers in their vehicles. The <br />Red is for areas that work best with an outside antenna on the car, or on foot with the <br />antenna fully extended. Lastly the gray areas were evaluated but failed to provide a <br />useable signal. Gray areas equate to dropped calls. <br />1. Rice St. and Hwy 36. This test was performed at a height of 80 feet. The area <br />that needs coverage includes an area bounded by Rice St, 1-694, I -35E and <br />Highway 36. This area is presently a poor coverage area with numerous trouble <br />reports of dropped calls and "going into Roam ". There are two towers just east of <br />Rice Street that we have tested. Our testing indicates that coverage from these <br />towers does not extend north of South Owasso Blvd. along Rice Street I -35E is <br />not covered north of Little Canada Rd. Referring to Map A, 1 have circled the <br />areas of concern from this drive test. This location does not meet the service <br />levels required for our customers. <br />2. City of Little Canada Water Tank, located behind City Hall. The height for this test <br />was 75 feet. This location was tested and found to be unacceptable at this time. <br />Page 50 <br />
