February 17, 1999
F. M. FRATTALONE
EXCAVATING do GRADING, INC.
3066 Spruce Street • St Paul, MN 55117
(651) 484 -0448 • Fax (651) 484 -7839
www.fmfrattalone.com
The Honorable Mayor Fahey and Members of the City Council
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
Re: Fra -Dor Recycle Facility
Dear Mayor Fahey and Members of the City Council:
Today we had the opportunity to meet with nine of the adjacent property owners that
adjoin our Fra -Dor Recycle Facility. We had this neighborhood meeting to address
concerns that the Council expressed on your February 10th city council meeting. This
neighborhood meeting was very productive; issues and concerns were discussed
regarding the continuation of our operation.
To summarize our meeting, there were three major concerns from our neighbors:
1. Dust control during crushing operations.
2. Use of the west gate off Ryan Drive.
3. Duration of time granted for the license /permit.
Item 1. Frattalone currently uses (2) — 1 1/2" water hoses to spray the material as it is run
through the crusher. Frattalone can supply additional hoses and apply more water during
crushing operations. We are also working to add vegetation to the sides of the concrete
pile and leave that as a buffer. Any dust problems that the neighbors have will be
reported to Frattalone and we will work to correct them immediately.
Item 2. Frattalone only uses the west gate in "as needed" situations. We don't use the
west gate with loaded trucks. In some situations we need to exit through the west gate
empty. The trucks are then directed to go to Country Drive and not through the park.
The neighbors agreed Frattalone would use the gate on a limited basis.
Item 3. The consensus of the neighbors was that the Council grants Frattalone a
license /permit for a ten- (10) year period. After ten (10) years there would be another
assessment of the property and the operation and a decision would be made at that time
for continuation. The neighbors agreed that five- (5) years were too short, and that
twenty- (20) years were too long. This item was discussed at length.
COMMERCIAL • INDUSTRIAL • MUNIC'.
