Urban, City Administrator �n(a <br />DAIt: January 29, 1999 <br />SUBJECT: Pratt Homes Twin Lake Pines Preliminary Plat <br />The City of Vadnais Heights <br />687 East County Road F <br />Vadnais Heights, MN 55127 <br />Chuck Plow, Pratt Homes Consulting Engineer, recently delivered to the City copies of the preliminary <br />plat he has drawn for the balance of the former John Mitchell property. This property has been referred <br />to as the "Little Canada portion" of the Mitchell property. In actuality, a portion of this land is in <br />Vadnais Heights. According to preliminary plans, a portion of five lots and three home would be within <br />Vadnais Heights boundaries. Chuck Plow has submitted the preliminary plat to the City of Little <br />Canada and asked me how the City would proceed with its review of this matter. <br />At first view of this situation, it would seem to be an administrative overkill to have Pratt Homes go the <br />both cities for review. I have asked Dave Hahn, Phil Carlson and Caroline Beckman to study this issue <br />and give their recommendations to the City. Phil Carlson's initial remarks are attached. <br />While I have not fully thought out this process, nor asked for our Attorney's legal opinion, my initial <br />thoughts are as follows: <br />Let Little Canada review the plat, as the vast majority of the land and the only new public street <br />is in Little Canada. However, since the municipal water and sewer would be provided by <br />Vadnais Heights the following requirements would be required: <br />1. A Joint Powers Agreement be entered into between Vadna s Heights to serve this <br />development with sewer and water. <br />2. Watermain be extended to Twin Lake Boulevard (so that it c. n be extended to the Five <br />Star Mobile Horne Park). <br />3. An off -street path along the south side of Vadnais Boulevars be extended to Twin Lake <br />Boulevard in a manner approved by Vadnais Heights. <br />9D <br />Page 58 <br />Se °4 �; tic <br />
