• LABORE ROAD & McMENEMY STREET <br />The cold in -place recycling of Labore Road and McMenemy Street will be <br />treated as a single project for the purpose of assessment. The cost for the <br />actual cold in -place recycling of Labore Road and McMenemy Street will be <br />bome totally by Ramsey County. The cost for the addition of the concrete <br />curb and gutter, widening, and drainage improvements will be the City's <br />responcibiiity. The estimated cost for the City portion of the Labore Road and <br />McMenemy Street recycling is $171,331.38. It is standard city policy to <br />assess 85% of the total project cost to the affected property owners. If this is <br />done, the assessable cost of the project would be $144,581.08. The City's <br />costs and assessable cost are shown again in the table at the end of this <br />section. There are no set guidelines to follow for the assessment of a project <br />of this type in the city assessment policy. The difficulty comes from the fact <br />that concrete curb and gutter will not be placed along the entire length of both <br />streets. The question that then arises is should lots that do not receive curb <br />and gutter in front of them deserve to be assessed. If it is determined that ail <br />properties should share in the cost of the improvements, then to what extent <br />should they be assessed. There are three possible methods of assessing the <br />costs of the street improvements. Those three options are unit assessment, <br />weighted unit assessment, and front footage assessment. It is the intent of <br />this report to describe each assessment method to the City Council and allow <br />them to determine the assessment method that should be applied. <br />Unit assessment would treat all properties the same. If a lot had any front <br />footage or access to the streets being improved, whether it received curb and <br />gutter or not, the lot would be assessed as one unit. Using this method of <br />assessment, there would be approximately 130 assessable units. <br />A weighted unit assessment would treat properties that receive curb and <br />gutter and properties that do not receive curb and gutter differently. A lot with <br />curb and gutter could be assessed at one unit, and lots without curb and <br />gutter could be assessed at 2/3f°$ of a unit. If this method of assessment was <br />used, there would be a total of approximately 116 equivalent units assessed. <br />The numbers shown, 1 unit and 2/3`13 of a unit, are only examples of the <br />method involved in using the weighted unit assessment. The City would <br />determine the actual numbers used for assessment purposes. <br />A front footage assessment could be utilized for this project as it is for ail <br />other street reconstruction projects within the city. The method would involve <br />calculating a price per front foot and applying it to the front footages <br />calculated for each property. Using this method, as outlined in the city <br />assessment policy, would adjust front footages for odd shaped lots. This <br />method could be applied to all lots on Labore Road and McMenemy Street or <br />only those receiving curb and gutter. To help the City decide on a method of <br />assessment, Appendix C contains a listing of all properties and their adjusted <br />front footage according to the assessment policy. <br />Page 50 <br />
