Another question was raised regarding any dredging that will occur on the south side of County <br />Road B2 on either side of "Lake George." Brad Lindeman stated that they are proposing <br />improvements to culverts on this section of the roadway through the installation of flared -end <br />sections. This will require removal of the existing sediment build -up. <br />Another resident asked if concrete curb and gutter will be installed. The City Engineer stated <br />that concrete curb and gutter will be installed in most areas. Terry Noonan indicated that the <br />County would typically install bituminous curb and gutter as part of its project. Since the City <br />will be taking over this roadway, they prefer the installation of concrete curb and gutter due to its <br />more durable nature. The City is then responsible for the cost of this component as well as <br />coordinating its construction. <br />Brad Lindeman continued with the proposed drainage improvements: <br />♦ Brad reported there will be improvements to the drainage at Greenbrier Circle and <br />County Road B2. He stated that approximately nine acres drains to that area where two <br />catch basins currently exist. He stated that given the steep grade of that area, those catch <br />basins cannot handle the volume of water flowing to that point. He also stated that an <br />existing pipe from the south side of County Road B2 flows north and enters the current <br />12" pipe in this area. The overall system as built is too small to handle this much <br />drainage. Brad feels the solution is to add three more catch basins in this area <br />(Greenbrier Circle and B2) and a new storm sewer line on the north side of B2 from <br />Greenbrier Circle to the existing metal pipe that discharges at the east property line of <br />711 County Road B2. These pipes will then empty into the ditch being re- established in <br />this vicinity. <br />♦ 675 and 681 B2 will be flood - proofed for 100 year storm events. This will be done by <br />installing small berms around the homes that will be blended into existing landscape at <br />higher elevation points. A sump drainage system will also be installed to address water <br />inside the bermed area. <br />The City Engineer then talked about the City's policy of installing concrete curb and gutter when <br />roads are improved given its long -term viability and improved protection for the road structure. <br />He stated that along County Road B2, concrete curb and gutter will be installed everywhere that <br />it is feasible except at the low point where the Watershed has designated water flow past the <br />street into the revised drainage system. The curbing proposed would be Style B -4 -12. The City <br />will also be installing concrete driveway aprons in the transition area. The City Engineer pointed <br />out that survey work still needs to be done for these improvements to allow us to coordinate with <br />Ramsey County's recycling project. He also pointed out that the City's policy is that 85% of the <br />cost of curb and gutter is assessed. Typical assessments are on a front foot basis and are adjusted <br />for equity purposes based on City policy. He reviewed development deferral options and <br />assessment limitations of 125 lineal feet for non - subdividable property. He stated given the <br />City's policy, assessments are expected to be in the range of $10 to $15 per assessable foot given <br />the lack of assessable footage derived from this project. He stated that a public hearing will be <br />held (likely in the first week of February) at which time residents can voice their concerns on the <br />Pao �• 3 <br />
