project with the Council. He stated that a typical assessment term is ten years and interest rates <br />are projected at around 7 %, but may be lower depending on current market conditions. <br />A question was raised regarding how the blacktopped area in front of 663 B2 will be handled. <br />The City Engineer stated that this will be reviewed during design. It is likely a cross gutter will <br />be installed to keep water flowing through this area to the drainage system. <br />Another question was raised regarding the possible installation of a stop sign at Greenbrier and <br />County Road B2. The City Administrator and City Engineer stated that while this could be <br />looked into, it is not likely one would be installed given that current data shows stop signs are <br />not a good speed reduction technique. In fact, they can contribute to higher speeds as people exit <br />the stop sign area and become frustrated by what they felt was a needless stop. Residents were <br />informed that staff would not likely recommend a stop sign in this area. The City Administrator <br />reported the traffic deputy has worked this area and noted some speeding exists. We have asked <br />the traffic car to continue to work this area on a periodic basis and at variable times to address <br />speeding issues. <br />Another question was raised regarding the possible installation of "Children at Play" or other <br />types of signing. The City Engineer stated that this can be evaluated when the road project is <br />completed. He pointed out that signage is not always effective once a period of time has elapsed <br />after installation. The best option for speed control and public safety is more enforcement. <br />The question was asked regarding how wide County Road B2 will be. The City Engineer stated <br />that the road will likely be 32 feet wide in most areas to allow for two eleven -foot driving lanes <br />and two five -foot paved shoulders. The paved shoulders will provide for increased pedestrian <br />safety. It was also stated that the road is currently estimated to be in the 24 to 28 foot wide range <br />depending on the location checked. <br />Another question was asked as to whether any problems will exist in widening the road at the top <br />of the hill in the vicinity of Dianna Lane. The City Engineer stated that it is not known at this <br />time. He further stated that grades will dictate what options exist for widening the road. <br />A question was asked if there was any funding that could be used for establishing bike paths in <br />this area. The City Engineer stated that ISTEA funds have been used for bike paths in certain <br />areas, but given the limited nature of this project, it would not be cost - effective to apply given <br />the great administrative burdens this program imposes for projects that are funded. <br />A resident noted that the grade east of County Road B2 should be addressed with this project in <br />that there is a sink area present. (Upon further discussion, it was determined this property was in <br />the vicinity of 738 B2.) The City Engineer stated that this will be reviewed and addressed as part <br />of the recycling project to the extent possible. <br />Another resident stated that there were no sink holes present on County Road B2 until the metro <br />interceptor was installed. He asked if it was safe to assume that the area has now settled out. <br />Page 4 <br />
