The Honorable Chairman and Planning Commission <br />March 8, 1999 <br />Page Two <br />• There has been much discussion between City staff regarding Outlot A. As indicated <br />above, Outlot A contains a large wetland complex, a ditch flowing to Twin Lake, and <br />also is the proposed site of a storm drainage pond. City staff is concerned that the <br />outlot not go tax forfeit in the future thus requiring the City to pick up ownership <br />because of the storm drainage pond located there. Our suggestion would be to have <br />Lots 1 and 2 located in Block 1 each have a one -half undivided interest in Outlot A. <br />This should preclude Outlot A from ever going tax forfeit. <br />• The right -of -way width on Vadnais Boulevard is shown as 33 feet from centerline. If <br />there is any thought that Vadnais Boulevard may ever be upgraded in the future <br />requiring more right -of -way, now would be the time to get additional right -of -way from <br />this plat. <br />B. GRADING, EROSION CONTROL, AND UTILITY PLAN <br />• The grading plan shows minimal lot grading, therefore, minimal disruption to the <br />existing vegetation. There is minor grading in Lots 1, 2, 10, 11, and 12 of Block 2 to <br />create house pads. The remaining lots show home house pads, which fit very well <br />with the existing topography. <br />• The plat is proposed to be serviced by sanitary sewer and water main from the <br />adjacent John Mitchell Preserve. The sanitary sewer is a 10 -inch line which <br />connects into the MCES facility on the east side of John Mitchell Preserve. This line <br />was apparently put in anticipating this development when the John Mitchell Preserve <br />was constructed. The water main is an extension of the exiting facility within John <br />Mitchell Preserve. The sewer and water to serve this plat are routed through the <br />development along Twin Lake Court to Vadnais Boulevard and then westerly along <br />Vadnais Boulevard and Twin Lake Boulevard. The only portion of the utilities that do <br />not fall within street rights -of -way are a short portion through Lot 12 Block 2. <br />There is only one new proposed manhole that does not fall within a blacktop surface, <br />that being in Lot 12 Block 2. Greg Shroeder, Director of Public Works has indicated <br />that he wants a drivable surface up to that manhole. It appears by slight extension of <br />the driveway for Lot 12 Block 2 this can be accomplished. There are, however, <br />existing manholes on the 10 -inch sewer line put in with the John Mitchell Preserve <br />Development, which may not be accessible at certain times of the year. <br />• The water main is an extension of the City of Vadnais Heights system. Currently it is <br />proposed to end in a long dead -end at Lot 1 Block 2. Because the system is not <br />looped and will not be looped until there is some extension further west and <br />potentially a crossing of the interstate, the water system could be susceptible to <br />stagnant water and low fire flow pressure. It is also susceptible to any breakage <br />along the dead -end putting the entire development out of water service for some <br />period of time. <br />• Twin Lake is classified as a Recreational Development Lake in the City's Shoreline <br />District of the Zoning ordinance. This requires a 75 foot setback from the homes to <br />the ordinary high water level. The ordinary high water level is shown as 870.0.
