Prior to final approval of the plat, the storm drainage calculations will need to be <br />submitted, reviewed, and approved. <br />• The construction of the sanitary sewer and water facilities along Twin Lake <br />Boulevard will require some removal of a portion of the paved surface. We would <br />recommend that wherever a portion of the paved surface is disrupted it should be <br />removed to centerline and the entire eastbound lane be repaved to provide constant <br />ridability of Twin Lake Boulevard. <br />• The sanitary sewer and water main cross under the existing ditch flowing through <br />Outlot A and Lot 12 Block 2. It appears from the detail provided on the plan that the <br />new culvert proposed at the crossing will actually be set above the flow line of the <br />ditch. The drawing indicates the elevation of the top of the ice in February 1999 at <br />872.5 the invert of the culvert is proposed at 873.0. This means that the culvert is at <br />least a half -a -foot above the flowline of the ditch and potentially substantially more. <br />The contours indicate that it could be as much as 3 feet above the flow line of the <br />ditch. The developer should provide additional information to indicate that backing <br />up of the ditch to this elevation will not cause any potential damage up stream. <br />• Easements are shown on the preliminary plat for the sanitary sewer and water main <br />crossing Lot 12 Block 2. Additional easements will also be needed for the existing <br />ditch flowing through Lot 11 and 12 Block 2 and the proposed storm drainage pond <br />as it impacts Lot 2 Block 1. <br />• Street lighting should be provided with the development of this plat. It should be <br />developer installed under Group 5 of NSP. <br />• There was some discussion with City staff that there are several street names which <br />start with "Twin Lake" in the area. Perhaps the street name in this development <br />should be changed to avoid further confusion in the area. <br />• Lot 12 Block 2 has very minimal back yard from the house pad to the high water level <br />of 875.0. It appears that the distance could be less than 20 feet. An attempt should <br />be made to give this lot as large of back yard area as possible. <br />• The plat should provide easement below the high water level of 875.0 to ensure that <br />garden sheds and other miscellaneous backyard improvements are not placed in an <br />area that will be periodically flooded. <br />• The natural drainage in the rear yards of Lot 1 and 2 Block 1 would be to the south <br />causing Lot 1 to flow across Lot 2. Additional easement should be provided on the <br />plat to accommodate this natural flow. <br />• The proposed grading between Lots 1 and 2 and 9 and 10 Block 2 should be <br />adjusted slightly to ensure that the sideyard drainage remains within the prescribed <br />drainage and utility easements. <br />• It appears from where the proposed sanitary sewer ends that Lot 1 Block 2 sanitary <br />sewer service will cut the corner of Lot 2 Block 2. Consideration should be given to <br />extending the sanitary sewer slightly to eliminate this or provide necessary <br />easements for the sanitary sewer service cutting the corner of Lot 2 Block 2. <br />Page 87 ipany <br />s <br />o. /proj. /806330110240./330- 0308.march99 C <br />
