The proposed plat contains part of DNR <br />Protected Water, Twin Lake (62 -39P). Twin Lake is well known for its excellent water quality, <br />which is due, in part, to the fact that the watershed is relatively undeveloped. There can be little <br />doubt that the excellent water quality of Twin Lake will be used to sell the lots within the proposed <br />subdivision. We strongly recommend that all reasonable means be used to preserving the excellent <br />water quality of Twin Lake for the future homeowners in Twin Lake Pines, even if these measures <br />do not follow the "safe," traditional methods of subdivision development. In particular, we <br />recommend that the following measures be considered for use in preserving the excellent water <br />quality in Twin Lake: <br />The biggest threat to the water quality of Twin Lake is non -point source pollution from <br />stormsewers. If possible, no new stormsewers should be constructed that directly, or <br />indirectly, lead to Twin Lake. If it is necessary to route stormwater to Twin Lake, then the <br />stormwater should be routed through wide, shallow ditches that are lined with long, native <br />grasses that are cut only once a year. The vegetation in the ditches should be chosen for its <br />ability to prevent erosion, increase infiltration, and remove particles from the stormwater. <br />Stormwater should be stored for as long as possible in the proposed detention pond and <br />adjacent wetland. <br />Reducing the rate, at which stormwater flows to Twin Lake will not preserve water quality. <br />The amount of stormwater entering Twin Lake should be reduced by reducing the amount <br />of impervious surface (concrete, asphalt, and roofs) coverage within the development. <br />Infiltration should be encouraged using methods that will be discussed at an upcoming <br />conference at the Earle Brown Center of the University of Minnesota (see enclosed <br />brochure). <br />DNR information: 651- 296 -6157 Page 89 <br />An Equal Opportunity Employer <br />Who Values Diversity <br />651 -296 -5484 • 1 -800- 657 -3929 <br />rrimeu on Recycled Paper Containing a <br />V Minimum of 10% Post-Consumer Waste <br />
