MINUTES <br />CITY COUNCIL <br />MAY 11, 1999 <br />Mursko reported that Little Canada is not alone in its efforts to get exterior <br />storage into compliance with codes and agreed that other cities also have <br />areas that are violating their codes. She reported that she recently attended <br />a seminar at which 175 cities were represented. Virtually all of these <br />cities are facing the same situations. <br />Scalze agreed that there are other cities with exterior storage violations. <br />Scalze indicated, however, that she has never seen an area the likes of <br />Ryan Industrial Park. <br />LaValle indicated that there are a lot of small businesses in Ryan <br />Industrial Park that may be put out -of- business if they are required to put <br />large amounts of money into landscaping and blacktopping improvements. <br />LaValle felt it would not be possible to get immediate compliance with the <br />codes in Ryan Industrial Park. <br />The City Administrator indicated that the City needs to get revised site <br />plans for each property in the Park which reflect actual property <br />conditions. He also suggested that if there are code violations in the Park <br />which the Council does not feel should be enforced, than the code should <br />be amended accordingly. <br />LaValle stated that he did not think junk or inoperable vehicles should be <br />allowed to be stored in the Park. However, he was concerned with the <br />enforcement of curbing and blacktopping requirements. <br />Morelan asked for an explanation of how the Park got to be in the <br />condition that it is today. Scalze pointed out that there was never three <br />votes on the Council to enforce the code in Ryan Industrial Park. <br />Fahey suggested that there are more issues than just landscaping and <br />blacktopping. He noted that other cities require screening of exterior <br />storage as well as limit this storage to the rear and side yards. Fahey felt <br />the City should require screening as well as site plans showing where <br />screening will occur. <br />Pedersen pointed out that Ryan Industrial Park reflects what it is. Scalze <br />felt it was because of positions like this that the code has not been <br />enforced. <br />Morelan agreed that to enforce the code will cause some businesses <br />financial hardship. Morelan felt that for the past 15 years the City has <br />allowed the businesses to do whatever they have wanted to do. Pedersen <br />asked what is different today to cause enforcement of the code. <br />PAGE 14 <br />
