MINUTES <br />CITY COUNCIL <br />MAY 11, 1999 <br />The Administrator reported that for the last ten years there has been <br />relatively little code enforcement by the City in Ryan Industrial Park. The <br />Administrator also noted that when the roads in the Park were improved in <br />1993, many of the property owners in the Park indicated that they would <br />like to see the area cleaned up and were well aware of the fact the City <br />would be stepping up efforts in this regard. <br />LaValle asked if the City has original site plans for the park. <br />Mursko replied that Park development began in 1978 and continued <br />through the mid- 1980's. At that time building permits were approved by <br />the City Council. Mursko reported that at this time the 1964 Code was in <br />effect. In reviewing that code she discovered that it addressed a lot of the <br />same issues that are addressed in the current code. However, some <br />surfacing materials allowable are different in the current code. For <br />example, Class V was used more at that time. However, the City still <br />required green areas. Mursko reported that many of the original site plans <br />for the Park do not reflect actual conditions. While the buildings are in the <br />locations shown on these original site plans, other site conditions are not <br />accurate. <br />The Administrator reported that the site plans show landscaping and other <br />conditions which were never implemented. <br />LaValle stated that he would like to see these original site plans and would <br />like to go to the Park himself and compare them with actual conditions. <br />Fahey pointed out that regardless of whether the City has an original site <br />plan for a property, the properties in Ryan Industrial Park must comply <br />with the codes. <br />Scalze pointed out that when the park first developed, the City was of the <br />impression that this would be a place where start-up businesses would <br />locate which could then move on as they grow. What has happened is that <br />these buildings have been partitioned off and portions rented out to other <br />businesses. The addition of these rental areas have resulted in additional <br />storage occurring on the properties. Scalze also noted that the original <br />businesses have stayed in Ryan Industrial Park because the taxes are low <br />and they could not get metal buildings in other cities. <br />The Administrator agreed that the original property owners have done <br />things with their properties to maximize their revenue streams. An <br />example is the rental of exterior storage areas with no related building <br />usage. <br />PAGE 15 <br />
