MINUTES <br />CITY COUNCIL <br />MAY 25, 1999 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />CONCEPT Mr. Mark Oberman, Swift Construction, appeared before the Council <br />REVIEW — with a concept development plan for the property located at 3240 Twin <br />3240 TWIN Lake Road Oberman indicated that his original plan proposed a five <br />LAKE ROAD lot development. However, due to the size of the cul -de -sac needed in <br />improving Mitchell Trail, there was insufficient area left to meet minimum <br />swairtensmagrates lot sizes. Therefore, Oberman submitted a revised concept plan with three <br />lots. These lots would have street access via Twin Lake Road and the <br />improvement of Mitchell Trail would not be necessary to serve these new <br />lots. <br />Scalze pointed out that there are homes adjacent to this property being <br />served via a driveway over Mitchell Trail. Scalze indicated that when the <br />easement was dedicated it was with the thought that one day the street <br />would be improved and these lots would then abut a City street. <br />Oberman pointed out that if his property is not developed, the houses to <br />the north would remain serviced by a driveway. If the Council allowed <br />the revised proposal for three lots serviced from Twin Lake Road, the <br />houses to the north would again remain serviced by a driveway. <br />Fahey suggested that if the City reduced the cul -de -sac size, it may be <br />possible to get four to five lots as well as the improvement of Mitchell <br />Trail. <br />Oberman requested that if there is an road right -of -way that is not <br />necessary, this be vacated in order to give him additional square footage to <br />work with in developing a plan for the property. <br />Fahey suggested that Oberman work with the City Planner on concept <br />drawings for the property, which include the undersized cui -de -sac. <br />Scalze agreed, and stated that she did not think the City should have <br />houses that are not located on a public street. Therefore, she felt it <br />important that Mitchell Trail be developed. Scalze felt it made more sense <br />to grant a variance for cul -de -sac size. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99 -5 -721 — TABLING CONSIDERATION OF <br />THE 3240 TWIN LAKE ROAD DEVELOPMENT CONCEPT UNTIL <br />THE JUNE 22, 1999 COUNCIL MEETING PENDING SUBMISSION <br />Page 12 <br />
