MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />The Planner indicated that the revised plans address his concern about <br />parking space width. <br />Montour asked about the entrances to the building. Biagini reported that <br />there will be stair towers on the front and back of the building. There will <br />also be side entrances. <br />The Planner indicated that the building planned for parcel A is two stories <br />in height, and the building on parcel B is proposed at one story. <br />Montour pointed out the recommendations of the City Engineer as <br />outlined in his report. Mr. Biagini reported that he has a copy of the report <br />and will comply with the recommendations. <br />The City Administrator explained the ownership of the property in <br />question, and reported that the City is currently negotiating a purchase <br />agreement with Precision Tree. Two closings have been set up for this <br />month for the Nadeau and Fasciana properties. The Administrator asked if <br />the Precision Tree owners had any comments. They did not. <br />The Administrator informed the Commission that the setback proposed by <br />Biagini would be a distance from the curb consistent with Kandice I. <br />Given the wide right -of -way for Country Drive, this should not be a <br />problem. <br />Montour noted that the Commission is considering the PUD Permit for <br />Parcel A. When Biagini is ready to develop Parcel B, he will have to <br />come in with a PUD Permit request for that building. However, the <br />preliminary plat covered the entire area from the Kandice Heights property <br />to the apartment property. <br />The City Administrator indicated that any approvals will be subject to Mr. <br />Biagini entering into a development agreement with the City. The <br />Administrator pointed out, however, that the development agreement will <br />call for a 30,000 square feet of office space and 12,000 square feet of <br />office /warehouse. While the building plans will not be finalized, the <br />development agreement will refer to the second phase as well. The <br />Administrator stated this is the same concept he presented to the council in <br />early May except the second building is proposed at 12,000 square feet <br />instead of 15,000. <br />Mrs. Zoch indicated that when the property was rezoned, the adjacent <br />property owners were told that this property would be office space. The <br />Administrator indicated that he would check the minutes, but noted that in <br />the ten years he has been with the City the discussion has been <br />PAGE 147 <br />
