MINUTES PLANNING COMMISSION JUNE 9, 1999 office /warehouse. The Administrator indicated that the buildings proposed by Biagini will have a higher degree of finish than the Kandice Heights buildings. The buildings will be as upscale as possible. Bougie asked about the type of tenants for the proposed buildings. Biagini replied that the first building would be primarily occupied by a title company. The remainder of the space may be occupied by a real estate company. The first building will be entirely professional offices. Mrs. Zoch reported that her property is located across the street from where the second building is proposed. Zoch pointed out that there are two fairly new residential neighborhoods in the area that this proposal effects. Zoch reported that her concerns are the increased traffic that these two buildings would generate onto Country Drive. Zoch reported about the difficult traffic situation that currently exists. Zoch requested that if traffic becomes unbearable, the City install a three -way stop sign at Country Drive and Nadeau Road so that people in the residential areas can get in and out easier. Zoch also felt there was a need for a traffic light at Owasso Blvd. and Rice Street. Another suggestion was for a right turn lane on Country Drive at Little Canada Road. Zoch pointed out that the neighborhood has asked for a traffic study of the area, but this request has not been honored. Another concern that Zoch expressed was her impression that when the City has purchased houses both on Round Lake and on Condit, these houses are demolished rather than being sold and relocated. Zoch also indicated that she would like to see a buffer between the Country Drive development and the Condit residential properties. Zoch concluded by stating that she feels the City Council has done a good job of ruining a nice residential neighborhood. The City Administrator indicated that the issue of the installation of stop lights at Owasso Blvd. and Rice Street is in the works. The State has not been interested in installing these stop lights. However, Rice Street is being turned over to the County, and the County is interested. Also the City of Roseville supports stop lights at this intersection. However, the Administrator was not aware of the time line for installation. With regard to the suggestion of a right turn lane on Country Drive, the Administrator reported that the Public Works Director is looking into this suggestion. His preliminary review indicated this should be feasible. As far as stop signs at Nadeau Road and Country Drive, the City can study the suggestion and the City Engineer and Sheriff's Department would PAGE 148
