The Administrator indicated that the buildings <br />proposed by Biagini will have a higher degree of finish than the Kandice <br />Heights buildings. The buildings will be as upscale as possible. <br />Bougie asked about the type of tenants for the proposed buildings. <br />Biagini replied that the first building would be primarily occupied by a <br />title company. The remainder of the space may be occupied by a real <br />estate company. The first building will be entirely professional offices. <br />Mrs. Zoch reported that her property is located across the street from <br />where the second building is proposed. Zoch pointed out that there are <br />two fairly new residential neighborhoods in the area that this proposal <br />effects. Zoch reported that her concerns are the increased traffic that these <br />two buildings would generate onto Country Drive. Zoch reported about <br />the difficult traffic situation that currently exists. Zoch requested that if <br />traffic becomes unbearable, the City install a three -way stop sign at <br />Country Drive and Nadeau Road so that people in the residential areas can <br />get in and out easier. Zoch also felt there was a need for a traffic light at <br />Owasso Blvd. and Rice Street. Another suggestion was for a right turn <br />lane on Country Drive at Little Canada Road. Zoch pointed out that the <br />neighborhood has asked for a traffic study of the area, but this request has <br />not been honored. <br />Another concern that Zoch expressed was her impression that when the <br />City has purchased houses both on Round Lake and on Condit, these <br />houses are demolished rather than being sold and relocated. <br />Zoch also indicated that she would like to see a buffer between the <br />Country Drive development and the Condit residential properties. Zoch <br />concluded by stating that she feels the City Council has done a good job of <br />ruining a nice residential neighborhood. <br />The City Administrator indicated that the issue of the installation of stop <br />lights at Owasso Blvd. and Rice Street is in the works. The State has not <br />been interested in installing these stop lights. However, Rice Street is <br />being turned over to the County, and the County is interested. Also the <br />City of Roseville supports stop lights at this intersection. However, the <br />Administrator was not aware of the time line for installation. <br />With regard to the suggestion of a right turn lane on Country Drive, the <br />Administrator reported that the Public Works Director is looking into this <br />suggestion. His preliminary review indicated this should be feasible. As <br />far as stop signs at Nadeau Road and Country Drive, the City can study <br />the suggestion and the City Engineer and Sheriff's Department would <br />PAGE 148 <br />
