JOINT POWERS AGREEMENT <br />CITY OF LITTLE CANADA CITY OF VADNAIS HEIGHTS <br />a. Lots 1 through 3, Block 2 of the plat shall meet Vadnais Heights <br />Residential One District Zoning Requirements for single family <br />dwellings. <br />b. The homes on Lots 1 through 3, Block 2 will be considered <br />Vadnais Heights for all Municipal purposes such as property taxes, <br />voting, utilities, etc. Both Little Canada and Vadnais Heights will <br />request Ramsey County to honor this request. <br />c. All platting dedication fees, for the three lots in Vadnais Heights, <br />in existence at the time the final plat is approved (by Vadnais <br />Heights) shall be paid in full to Vadnais Heights. (These dedication <br />fees include park and storm water dedication fees, etc.). <br />d. Vadnais Heights and Ramsey County shall approve all driveways <br />for Lots 1 through 3, Block 2, Twin Lake Pines Addition. <br />e. All driveways in Little Canada's portion of the plat shall be located <br />off of the proposed new street (Twin Lake Court). <br />f. All public utilities to serve the plat shall be approved by both <br />municipalities as described in this agreement prior to signing the <br />final plat. <br />g. Little Canada shall maintain street lights at the Twin Lake Court <br />and Twin Lake Boulevard intersections. <br />h. Little Canada shall require the developer to install a 12 -foot wide <br />trail along Vadnais Boulevard from where it currently is located <br />adjacent to the John Mitchell Preserve Addition to Twin Lake <br />Boulevard. The plans and specifications and installation of the <br />trail shall meet Ramsey County Public Works Department <br />approval. <br />In the future, Little Canada agrees to assist Vadnais Heights in <br />funding for the realignment of Twin Lake Boulevards at Vadnais <br />Boulevard into a "T" intersection that will allow better visibility. <br />The cost to Little Canada shall not exceed 25% of the total cost. <br />Page 22 <br />
