MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />Scalze reported that she received a call from a citizen <br />who asked why the Fire Department needed a new truck. <br />Scalze informed the caller that both the Mayor and City <br />Administrator served on the fire truck purchase <br />committee, which met and analyzed the Department's <br />needs for almost a year. <br />Tom Ducharme, Fire Department, reported that the new <br />truck will replace a 1968 pumper. The Department has <br />been experiencing mechanical problems with this pumper <br />and replacement parts are difficult to find. Also, the <br />1968 pumper is not capable of doing the full job needed <br />by the Department and has features which are unsafe for <br />fire fighters. Ducharme pointed out that controls on <br />the new truck can be operated from inside the truck. <br />This is an important safety feature in fighting freeway <br />fires. The added safety features on the new truck will <br />allow the Department to apply for an improved insurance <br />rating, which if approved, would impact commercial fire <br />insurance rates dramatically. The new truck will be <br />capable of carrying A and B foam for use in fighting <br />house fires. The use of this foam results in much less <br />water usage and containment of a fire much quicker. <br />The new truck is capable of pumping water at 2,000 <br />gallons per minute, while the 1968 pumper operates at <br />1,000 gallons per minute. Ducharme stated that the new <br />truck has many more safety features than the old one. <br />Scalze noted that at the time of delivery of the new <br />truck, the old one would be 27 years old. <br />Ducharme also noted that the new truck will have a <br />diesel engine, which results in a long -life truck. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94 -6 -152 - AUTHORIZING THE PURCHASE OF A <br />PIERCE MANUFACTURING, INC. FIRE TRUCK WITH PAYMENT FOR <br />THE TRUCK TO BE SUBJECT TO THE MOST ECONOMICAL <br />DISCOUNTING OPTION AVAILABLE, SUBJECT TO THE FULL <br />PROCEEDS OF THE SALE OF THE 1968 PUMPER TRUCK BEING <br />APPLIED TOWARD THE CITY'S SHARE OF THE PURCHASE OF THE <br />NEW TRUCK, SUBJECT TO THE LITTLE CANADA FIRE DEPARTMENT <br />REPAYING THE CITY FOR THE COST OF THE TRUCK OVER <br />$250,000 WITH THE UNDERSTANDING THAT THE 1994 CONTRACT <br />WILL BE AMENDED TO PROVIDE PAYMENT FOR UP TO THE FULL <br />6 <br />Page 21 <br />
