MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />PRICE OF THE TRUCK TO ALLOW THE FIRE DEPARTMENT TO <br />COMPLETE THE TRUCK TRANSACTION <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (5) LaValle, Hanson, Pedersen, Morelan, Scalze. <br />Nays (0). Resolution declared adopted. <br />Morelan pointed out that the purchase of this new truck <br />is a good example of collaboration on the part of the <br />City and the Fire Department resulting in a piece of <br />equipment which will serve the City for many years to <br />come. Morelan also stated that the members of the fire <br />truck committee deserve a lot of credit for the time <br />and hard work they devoted to this matter. <br />ANIMAL The City Administrator reported that a couple of years <br />CONTROL ago the City looked at options for animal control <br />CONTRACT services. At that time, choices were limited and the <br />City's contract with Animal Control Management (ACM) <br />was renewed. The Administrator reported that in the <br />last year ACM has been much more responsive to the <br />City's needs. However, a number of communities are <br />leaving this firm and switching to Animal Control <br />Services, Inc. (ACSI). The Sheriff's Department has <br />indicated that ACSI has been better to deal with. The <br />Administrator noted that the cost may be somewhat <br />higher, however, the impact of this is difficult to <br />measure since ACSI's services are supposed to be more <br />pro- active. The Administrator also noted that ACM has <br />been leasing facilities from the White Bear Township, <br />however due to the contract switch, that lease has been <br />terminated. <br />The Administrator felt that if the Council wishes to <br />terminate its contract with ACM, that a 90 day <br />termination notice must be sent. Although he pointed <br />out that the contract had not been formally approved <br />since 1992, therefore, the contract may be operating on <br />a month -to -month basis. <br />In reviewing the contract, the City Attorney believed <br />that it was operating on a year -to -year basis, <br />therefore, recommended that 90 -day cancellation notice <br />should the City decide to cancel. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />7 <br />Page 22 <br />
