NOTES OF NEIGHBORHOOD MEET1NG <br />COUNTY ROAD B -2 <br />SEPTEMBER 1, 1998 <br />Those Present: Cliff' Aichinger, Ramsey /Washington Watershed District; Dan Schacht, <br />Ramsey County Public Works; Terry Noonan, Ramsey County Public Works; Brad <br />Lindaman, Barr Engineering on behalf of Ramsey /Washington Watershed District; Terry <br />Maurer, City Engineer; and Joel Hanson, City Administrator. <br />The City Administrator welcomed the County Road B -2 property owners and informed <br />them that the purpose of tonight's neighborhood meeting is to review the plans for the <br />County's turnover of County Road B -2 to the City ot'Little Canada and get their input <br />regarding other issues or concerns that may exist. <br />The City Engineer repotted that the turnbacic of County Road B -2 is a part of Ramsey <br />County's functional consolidation of roadways plan. Roads of more limited traffic <br />volumes are being turned back to local jurisdictions. It is felt that municipalities will be <br />able to give these streets the attention they need sooner than the County would due to the <br />priorities of each jurisdiction. Additional aid accompanies these roads when they are <br />turned back to a locality. <br />Dan Schacht explained that the County plans to recycle and resurface County Road B -2 <br />(Edgerton to Arcade) as part of the turnbacic process. He gave examples of other roads in <br />the area that the County recycled and resurfaced. Schacht also discussed the possibility <br />of paved shoulders along County Road B -2 as part of the recycling project. The final <br />decision on that issue is up to the City. <br />A resident from the south side of B -2 indicated that the topography on south side of the <br />street is higher than the north. This causes water to run across the road. <br />It was mentioned that there is a sinkhole by 601 County Road B -2. Dan explained that <br />recycling allows the grade to be re- established, including the addition of a crown in the <br />street. This will provide for better control of water on each side of the street. Dan also <br />explained that the grade of the street cannot be changed more than 6 inches vertically <br />with a recycle project. <br />Mugs Nardini reported that the crest of the road was deliberately changed when the <br />Metro Interceptor was installed. The road is "feet" higher in front of her house. Mugs <br />felt this adversely affected residents in this area. <br />One resident indicated that sand is deposited in front of his house due to drainage <br />problems. <br />Another resident asked if the entire area could be storm sewered. She mentioned the <br />heavy flows coming from Edgerton. <br />Page 46 <br />
