Simka Plisner indicated that he felt street lighting was inadequate. The Administrator <br />replied that the City will take a look at the lighting on B -2 pursuant to our policy and <br />lighting precedent throughout the community. <br />Brad Lindaman presented a detailed review of the drainage issues. Drainage corrections <br />require frost and last winter didn't really allow this type of work. Brad reviewed the <br />handout material addressing drainage patterns. <br />There was a question about the possibility of a full right turn lane coining from <br />northbound Edgerton onto County Road B -2. This option will be investigated by Ramsey <br />County Public Works. <br />Brad noted that the catch basin on Edgerton needs to be improved. It doesn't capture <br />flows appropriately creating additional drainage on to County Road B -2. Ramsey County <br />will be making this improvement. Brad also noted the road needs to be crowned to keep <br />water on the proper side of the street. The three existing 12" corrugated culverts will be <br />capped and filled with sand. The pipe discharging in front of 681 County Road B -2 will <br />be extended past driveway of 695. The driveway at 695 B -2 will be patched after <br />installation of new pipe. This will eliminate conflicting water patterns in the area. <br />There was a question from a property owner on how we access ditch from B -2 to pond by <br />lake. The access issue neeus to be addressed via an easement or right -of- entry. <br />There was a question about whether or not there were any drainage improvements <br />planned for the east end of land near Dianna Lane. Water flows down B -2 and onto <br />Greenbrier Circle. The City has installed a hump in the driveway to stop flows from <br />inundating his garage. However, the small pipe under the yard can't take the water being <br />generated. Flooding occurs in his yard Brad indicated they will analyze this area to see <br />if other improvements are needed. <br />Mr. Kneeland asked who is responsible if the ditch becomes plugged. (Ditch between B -2 <br />and Lake Gervais.) Cliff replied that the Watershed and the City would be responsible. <br />Property owners should call the Watershed if sedimentation is occurring and they will <br />clean it. <br />Mugs Nardini asked why a permanent solution to storm drainage is not being considered. <br />Simka Plisner suggested pumping the water to Spoon Lake. Brad and Cliff explained <br />that this was cost prohibitive. <br />Cliff indicated that Phalen is key outlet which governs lake elevations. The 100 -year <br />high water elevation of Gervais was lowered 2 '/ feet through efforts undertaken by the <br />Watershed at cost of $1.5 million. The District spends $2 '/ million per year on water <br />quality and functionality improvements. More storage in this area isn't an option. <br />Page 47 <br />
