MINUTES <br />PLANNING COMMISSION <br />.TUNE 11, 1998 <br />Cossack suggested that screening could occur at the property line. <br />However, he noted that the adjacent condominiums are about 10 feet from <br />the property line, and that a fence in this area may not be in the best <br />interests of the condominium residents. <br />The City Planner suggested that screening would be more effective <br />adjacent to the volleyball court. Cossack expressed concern about the <br />screening interfering with the parking lot. Keis noted that the screening <br />could be up against the volleyball court and bleacher area. <br />Cossack expressed concern that the screening requirement was the result <br />of a complaint by one resident of the condominiums. <br />Keis asked about adjusting the 10 P.M. limit to 9 P.M. Cossack reported <br />that this would result in the elimination of some of the volleyball teams, <br />and indicated that the teams bring in needed revenue for the business. <br />Cossack felt the situation would be different had the City received a lot of <br />complaints about the volleyball play. Cossack again noted.that only one <br />complaint has been received. Cossack reported that he has submitted five <br />letters from residents of the condos in support of Gordies. <br />The City Planner reported that City Code requires screening between a <br />residential and commercial use. That screening can be a fence, a <br />combination of fence and landscaping, or a berm. The Planner again <br />indicated that the screening was best located next to the volleyball court <br />rather than at the property line. The Planner pointed out that the current <br />CUP is for four nights per week and Gordies is exceeding that. The <br />Planner suggested that the screening would help mitigate the impact of the <br />volleyball on the adjacent property. <br />Cossack again stated that there has been only one complaint. Montour <br />pointed out that residents of the condos will change over the years, and <br />different neighbors may not support the volleyball. <br />Cossack asked where the screening should be located. <br />The Planner suggested that his office can help to determine location and <br />the type of screening which would be most effective. The Planner stated <br />that the purpose of the CUP is to ensure that a business can exist <br />compatibly with surrounding land uses. <br />Keis asked what control the City would have over the CUP if there are <br />future problems it. <br />Page 18 <br />
