As such, the <br />building expansion would create a demand for eight additional stalls. The total number of <br />parking stalls required for the City Hall site, following expansion, would be 68 spaces. The <br />City Hall site currently provides 48 off - street parking stalls, resulting in a shortage of 20 <br />stalls with the proposed expansion. <br />Joint Parking. Section 903.050 of the Zoning Ordinance allows for the joint use of <br />parking facilities between "daytime" and "night time" uses to meet up to 50 percent of the <br />required parking for one of the uses. Norm's Tire, an auto service use, has sufficient <br />space within its paring area to provide 20 additional spaces for City Hall use under a joint <br />parking agreement. Approval of a conditional use permit for joint parking facilities <br />requires satisfaction of the following criteria: <br />1. Satisfaction of conditional use permit evaluation criteria outlined in Section 921 of <br />the Zoning Ordinance. <br />2. The building utilizing the joint parking space is located not more than 300 feet from <br />the joint parking spaces. <br />3. It is demonstrated that there is no substantial conflicts in the operating hours of the <br />two uses. <br />4. The two involved parties enter into a joint parking agreement in a form approved by <br />the City Attorney. The approved agreement must be filed with the City Clerk and <br />recorded with the Ramsey County Recorders Office. <br />The parking area of Norm's Tire is within 300 feet of the main entrance of City Hall. <br />Norm's Tire may be characterized as principally a daytime use. The City Hall is a mix of <br />daytime and night time uses. The administrative office uses within City Hall are primarily <br />daytime uses while the City Council chambers is a public assembly area utilized mostly at <br />night. Based upon the use characteristics of City Hall, no conflict between City Hall <br />parking demand and Norm's Tire in terms of joint parking is anticipated.
