The Administrator reported that there is another test that must be <br />met that requires that at least 15% of the area of the parcel be occupied by <br />buildings, streets, or parking areas. Given the size of the parcel and the <br />amount of wetland areas on the parcel, this test cannot be met. <br />The Administrator reported that he has discussed this problem with the <br />City Planner and Financial Advisor, and a solution would be to subdivide <br />the property via the platting process. The wetland area to the east could be <br />separated from the buildable portion of the property and platted as an <br />outlot. The outlot could then be replatted at a later date if the right <br />redevelopment opportunity presents itself. The Administrator noted that <br />the platting process would take a couple of months. He also indicated that <br />the City Engineer estimated that the cost of platting this parcel as well as <br />3006 LaBore Road could be in the $10,000 to $15,000 range. The <br />Administrator reported that in discussing this outcome with the City <br />Engineer, even platting 3046 LaBore Road, the 15% test will not be met. <br />The Administrator was concerned about demolishing the structure on 3046 <br />LaBore Road and eliminating the ability for this parcel to be part of a TIF <br />District. The Administrator noted that given the multiple property owners <br />in the area, the timing of a redevelopment project is uncertain. He pointed <br />out that another option available to the City would be to demo the house at <br />3046 LaBore Road and selling the lot for redevelopment. The <br />Administrator reported that he also received a call from someone <br />interested in buying the property and rehabbing the house. <br />Blesener asked what kind of effort would be necessary to make the house <br />and yard at 3046 LaBore Road more presentable to meet the request of the <br />neighbor. The Administrator suggested that some yard work would help, <br />but did not recommend putting any dollars into the house if it is going to <br />be demolished at some point. The Administrator also pointed out that the <br />Council could create the TIF District prior to tearing down the house. <br />However, then the clock starts ticking on the district. <br />McGraw asked if this property would be desirable as a site for a new <br />house. The Administrator replied that it would be. <br />The Administrator indicated that there may be some movement towards a <br />larger redevelopment project in this area within the next few months. He <br />suggested that the City do some additional clean up of 3046 LaBore Road <br />and wait over the winter to see if the area moves closer toward <br />redevelopment. <br />Boss asked the cost to demo the house. The Administrator estimated <br />$15,000 to $20,000. <br />6 <br />
