MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 201.2 <br />Montour noted that the Council has had a number of discussions on auto <br />repair, and there are a lot of requests for auto repair licenses. Montour <br />stated that the City wants this use in the appropriate areas. Montour stated <br />that while a number of years ago the auto repair use may have been <br />appropriate at 3032 Centerville Road, he was not sure it was any longer. <br />Meyer indicated that there are similar businesses in the area such as <br />machine shops as well as outdoor trailer storage. The City Planner <br />indicated that these uses are permitted in the I -P Zoning District, auto <br />repair is not. Keis noted that Meyer is also trying to introduce auto sales <br />to the property. Meyer replied that Dan King would like to operate an <br />auto sales lot on the property. Adam Meyer pointed out that Mr. Meyer <br />has repaired the building and has paid off the back taxes. <br />Keis indicated that the City Planner can review what is permitted in the <br />I -P District with the property owner. McGraw stated that there is a <br />purpose to having zoning rules. He noted that later in the agenda the <br />Council will be considering declaring a moratorium on auto - related uses to <br />provide some time to study the issue given the problems that the City has <br />been having with these uses. McGraw stated that, at this time, he is not <br />inclined to say yes to Meyer's request to re- establish the auto repair use at <br />3032 Centerville Road or to add the auto sales use. The CUP has lapsed <br />and there is no means to reinstate it. <br />Adam Meyer pointed out that the property owner has done some good <br />things for the City and suggested that the City would have the annual <br />license it could act on if the business was not run properly. Keis pointed <br />out that a text amendment to add auto - related uses in the I -P District <br />effects not only this property but also all properties zoned I -P. Keis noted <br />that Mr. Meyer may be a great property owner, but he could sell the <br />property to an owner that would not operate a good business. <br />Montour noted that Centerville Road is an important thoroughfare in the <br />City, and the previous appearance of this property was not good. Montour <br />stated that auto - related uses belong in certain zoning districts so that these <br />businesses can be clumped together. Montour was not sure that the I -P <br />District was the appropriate place. <br />McGraw pointed out that the proposal is for auto repair as well as auto <br />sales. He indicated that auto sales is a use that tends to creep in once auto <br />repair is established. McGraw noted that the Council will be considering <br />the moratorium so that it can take time to study the issues and the <br />problems that the City has had with these uses. McGraw stated that he <br />would not support these uses at 3032 Centerville Road at this time given <br />13 <br />
