The decision on whether to approve or disapprove the final layout must be recorded on a
resolution. I have provided a sample resolution that you may consider using for this project. The
law provides for the final layout to be approved if the city does not approve or disapprove the final
layout in writing within 90 days of the public hearing.
Protect Limits and Route Location
This project is located on I -35E from Maryland Ave. to Little Canada Road in the cities of Saint
Paul, Maplewood, and Little Canada. Additionally, some construction work will need to occur on
the roadways that cross I -35E. Approximately, 200 ft. of roadway on each side of l -35E may need
some construction work at Arlington Ave., Wheelock Pkwy., Larpenteur Ave., Roselawn Ave., Co.
Rd. B, and TH 36. There will not be any construction work on Little Canada Road and the traffic
signals on Little Canada Road will be left as -is.
Protect Purpose
This project will install a 4th lane in each direction on I -35E from Maryland Ave. to Little Canada
Road. This new lane will be a MNPASS lane. The lanes are free for buses, carpools and
motorcycles; people who drive alone can use the lanes by paying an electronic fee. The fee to
enter the MnPASS lanes increases when traffic slows to 50 mph. Currently, single occupancy
vehicles are tolled during rush hours. For example, I -35W is tolled Monday through Friday from 6
AM to 10 AM and 3 PM to 7 PM. The MNPASS lane is open to the general traffic the rest of each
week day and on weekends.
Additionally, the bridges are near the end of their service life and will be demolished and replaced,
and the I -35E pavement is also near the end of its service life and will be rehabilitated.
Proiect Schedule
This project will be let in the summer of 2013. This is a design -build project, During the fall of
2013 and winter of 2013/2014 the Contractor will mostly be doing the final design for the project.
Some work on I -35E may occur in fall 2013. The major impacts of construction will occur during
the construction season of 2014 and 2015 where I -35E will be reduced to 4 -lanes total or 2 -lanes
in each direction. The project will be completed by Nov. 15, 2015.
Proposed Design of the Highway
In many ways I -35E will be exactly the same as it is today. The highway will be in the same
location and the interchanges and ramps will be the same as today. The obvious change is that 1-
35E is a 6-lane freeway now and the new project will make it an 8 -lane freeway including the
MNPASS lanes. The pavement on I -35E will be rehabilitated. The bridges at Arlington Ave.,
Wheelock Pkwy., Larpenteur Ave., Roselawn Ave., Co. Rd. B, and TH 36 will be demolished and
replaced with new bridges.
An Equal Opportunity Employer
