:OCR <br />a <br />REQUEST FOR 'PROPOSAL <br />Eligibility <br />The applicant must be a political subdivision of the <br />State of Minnesota. State agencies, counties, cities, school <br />boards, or a combination of any of the above may apply. <br />Non - profit groups may apply via the appropriate political <br />subdivision. <br />Background <br />The state of Minnesota, acting through its agency, the <br />Minnesota Amateur Sports Commission (MASC), is seeking <br />interested applicants for a youth sports and recreation grant <br />program. The Minnesota Legislature has appropriated <br />$400.000 for a grant program to be administered by the <br />MASC in 1998. The grant program will promote before <br />school, after school, and summer recreational youth sport <br />activities. Grant recipients must have at least one local part- <br />ner who is a political subdivision of the state of Minnesota. <br />All grant applications will be reviewed by the MASC and <br />awards will be made by the MASC Board of Directors. <br />Purpose <br />The purpose of this grant is to assist Minnesota communities <br />in the start -up of programming or the expansion of existing <br />youth sports, recreational, and other leisure activities.. <br />Programs should provide youth sport activities.for the entire <br />community and emphasize access for under - served, low - <br />income, or at -risk youth. Grants are not intended to fund <br />Minnesota State High School League.sports or activities. <br />Proposals.mustcontaina plan•to ensure equal access:for_ <br />youth of each gender.. • <br />Objectives <br />This funding is provided to increase the involvement <br />of at -risk youth in before school after - school, and <br />summer programming through partnerships that <br />effectively utilize and build on, existing community <br />resources. Each applicant should address barriers to partic- <br />ipation by youth, such as transportation issues and program <br />fees. Programs should focus on one or more of the follow- <br />ing goals: <br />A. Increasing the number of youth participating in program- <br />ming; <br />B. Increasing the athletic skills of youth participating in pro- <br />gramming; <br />C. Direct or indirect impact on academic achievement.and <br />school attendance; <br />D. Direct or indirect impact on social skills of youth partici- <br />pating in programming; <br />E. Direct or-indirect impact on juvenile crime rate in local <br />community; <br />F. Encourage communities and organizations to work in <br />partnership to develop effective youth sports program- <br />ming. <br />Grant Amounts <br />Grant awards will range in size from approximately $500 to <br />$20,000. Matching funds from non -state sources will be <br />required for all grant awards greater than $2,500. Grant <br />requests between $2;501 and $5,000 will be required to pro- <br />vide additional funds from non -state sources at one dollar for <br />every two dollars of the grant award. Grant requests <br />between $5,001 and $20,000 will be required to provide a <br />dollar for dollar match from non -state sources. <br />Grant Request Match Requirement <br />$500 - $2,500 No Match <br />$2,501 - $5,000 1:2 Match <br />$5,001- $20,000. 1:1 Match <br />Matchingfunds may consist of the :actual dollar <br />amount. or the-current market value of in -kind. capital <br />contributions. In. kind contributions must be for - <br />budgeted items essential: to the fulfillment of the pro- <br />gram. In kind contributions can make up no more <br />than 50% of the total matching funds required. <br />Grant Use <br />Grant awards must be used to develop a new recreational <br />youth program or expand an existing program. Funds may <br />be used for any of the following as they relate to the devel- <br />opment of such programs: <br />A. Supervision or Coaching <br />B. Instructional or Marketing Materials <br />C. Membership or Participation Fees <br />D. Sport or Recreational Equipment <br />E. Facility Rental <br />F. Facility Upgrade <br />G.
