MINUTES <br />CITY COUNCIL <br />JUNE 25, 1997 <br />rollover provision for 3-2 that resulted in a lot of properties becoming <br />non - conforming uses. Morelan pointed out that the Council knew this <br />when it did it. Morelan felt the Council's intention was to see what <br />development proposals came in and address each on a case -by -case basis. <br />Morelan felt the question was whether or not the Taffy's Auto Center was <br />a good use for the area. <br />Fahey felt the discussion of auto- related uses for areas adjacent to the <br />freeway made sense, but questioned how these uses should extend down <br />Rice Street away from the freeway. <br />Morelan thought the Comp Plan says that Rice Street south of the middle <br />school was a good area for auto - related uses. <br />Scalze asked about the situation where a developer is interested in putting <br />auto - related uses at the Rice Street/Little Canada Road intersection. <br />Morelan pointed out that that area is not designated as auto - related <br />commercial. Only the area south of the middle school has been identified <br />as such. <br />The City Planner indicated that this was his recollection of the discussion <br />as well. <br />Scalze expressed concern with the Planning Commission's <br />recommendation that just one parcel be rezoned to B -2. <br />Fahey indicated he agreed with that recommendation. If the City rezones <br />the entire area now, it will lose control over what is developed. The City <br />might end up with three auto service centers in a row. <br />Morelan indicated he would not want to rezone more than just the Tuffy's <br />parcel without first looking at the uses allowed in the B -2 District. <br />It was pointed out that Hardees is closed, and Scalze questioned whether <br />allowing auto- related businesses in this area is the right thing to do. <br />Scalze pointed out that Bally's is not auto - related and it is succeeding. <br />Fahey asked if the school property is being used as a physical barrier to <br />the auto - related businesses. The Planner replied that the Land Use Plan <br />uses this property as a physical barrier, and he recommended that auto - <br />related uses not extend north from that point. <br />Geoffrey Benedict reported that he is aware of the Abra proposal from two <br />years ago and noted that the Abra business is major auto repair.
