Resolution declared adopted. <br />WARD CONSTRUCTION CONTRACT AND ENTER INTO COOPERATIVE <br />AGREEMENT WITH RAMS Y COUNTY FOR RICE STREET SIDEWALK <br />PROJECT <br />The City Engineer presented the Rice Street sidewalk project details and advised that six bids <br />were received, with Clark Companies submitting the low bid of $549,927. He reviewed the <br />project costs and funding and recommended that the Council approve the actions presented <br />tonight. <br />Mayor Fischer recognized that if RIDE apartments and the Ramsey County grant had not come <br />forward, the city would have delayed construction on this for a few more years, and the City <br />would have been responsible for half the cost. He recognized that the city was able to take <br />advantage of the funding and accelerate the project. <br />Miller asked for information on the negotiations with Royal Credit Union. The City Engineer <br />provided a brief overview of the discussions that occurred with Royal and stated that the Credit <br />Union dedicated right-of-way in return for the city funding and constructing that portion of the <br />sidewalk. <br />Miller recognized the total project cost and bid amount from the contractor. He asked for more <br />information on that gap of $140,000. The City Engineer replied that five percent of that is true <br />contingency for construction, along with engineering, permitting, materials testing, and other <br />non -construction project -related costs. <br />Kwapick asked when construction would begin. The City Engineer stated that they did not have <br />a project schedule yet but estimated early to mid -July. <br />Kwapick commented this will be an amazing contribution to Rice Street, recognizing that the <br />work is not yet over for this street.
