ISSUES & ANALYSIS <br />Subdivision. The subject property is intended to be platted in a unit/base lot configuration <br />to allow individual ownership of the structures with common ownership of all site open <br />areas. The submitted Final Plan for Heritage Office Park 3rd Addition is consistent with <br />the PUD Concept Plan submitted in 1995. <br />Proposed Structures. The four proposed office buildings to be constructed as part of the <br />3rd Addition are anticipated to be consistent with those approved and constructed as part <br />of the 2nd Addition. Any building designs not consistent with those approved in 1995 will <br />require the applicant to provide proposed elevations that will be subject to review and <br />approval of the City Council. <br />Site Landscaping. The landscaping for the proposed 3rd Addition is illustrated on plans <br />dated 9 -5 -95 that were submitted as part of the first phase of the development. Staff <br />commented at that time that the landscaping plan needed to be revised to provide <br />additional coniferous plantings along the east property line in order to provide adequate <br />screening at all times of the year for a residential use to the east. The applicant will be <br />required to address this issue with a revised landscape plan to be submitted for staff <br />review. <br />Accessory structure. As illustrated on the 9 -6 -95 site plan, the south two - thirds of the <br />property are encumbered by an NSP powerline easement. At the time the 2nd Addition <br />was considered, NSP had indicated that no structures could be constructed within the <br />easement area. The site plan for the proposed 3rd Addition indicates the location of an <br />accessory garage structure on a proposed unit lot along the east edge of the parking area, <br />within the NSP easement. The applicant will be required to provide documentation from <br />NSP allowing the construction of the garage structure within the easement, or will have to <br />remove the proposed structure from the site plan and revise the proposed final plat to <br />remove Lot 6. <br />If the applicant provides documentation that the proposed structure will be allowed within <br />the easement area, they will be required to submit proposed elevations and materials for <br />review. The design of the proposed garage structure will be required to be generally <br />consistent with that of the principal structures. <br />Trash. The 9 -5 -95 site plan indicates a trash storage area to the south of the proposed <br />accessory garage structure. Trash storage for the 2nd Addition was accommodated within <br />the structures with the removal of proposed garage structures in the NSP easement. It is <br />assumed that a similar solution for trash storage will occur with regard to the 3rd Addition <br />should NSP not allow the proposed garage structure illustrated on the 9 -5 -95 site plan. <br />2 <br />Page 39 <br />
