MINUTES <br />PLANNING COMMISSION <br />MAY 14, 1998 <br />The City Planner reported that the public hearing notice inadvertently <br />omitted notice of the Conditional Use Permit needed to allow a townhome <br />development consisting of four units. The Planning Commission has the <br />ability to waive their review of the Conditional Use Permit portion of the <br />proposal and move the matter on to the City Council for action. <br />Mr. Knudsen moved the Planning Commission's waiver of their review of <br />the Conditional Use Permit required for the Viking Estates plat. <br />Motion seconded by Carson. <br />Motion carried 6 — 0. <br />CONCEPT The City Planner reported that the property owner at 791 LaBore Road <br />PROPERTY has asked the Planning Commission to review the concept of the <br />DIVISION - division of this property into two lots. The Planner reviewed with the <br />791 LABORE Planning Commission his report dated June 9, 1994 that lays out <br />ROAD three options for the development a roadway system through the area to <br />the north. The Planner pointed out that allowing the division of a lot from <br />791 LaBore Road and construction of an additional house on LaBore <br />would eliminate the option where Leeward Way would extend south to <br />intersect with LaBore Road. There would be two options remaining, one <br />would end Leeward Way in a cul -de -sac with a connection to Allen <br />Avenue, and the other would swing Leeward Way to the west and- connect <br />it to Greenbrier. <br />Keis stated that he preferred the connection to LaBore Road. Montour <br />pointed out that if the City determines the LaBore Road connection is the <br />best alternative, then the property at 791 LaBore Road could not be <br />subdivided as proposed. <br />The City Planner agreed. The Planner pointed out that there would be a <br />lot of property owners involved in the extension of Leeward Way, and <br />agreement would have to be reached among these property owners in <br />order to develop the street. <br />Carson questioned whether Option C, the curving of Leeward Way over to <br />Greenbrier Street, was possible. <br />DeLonais stated that he preferred the connection to LaBore Road, but <br />questioned when Leeward Way would be further developed. <br />Barraclough asked the maximum length for a cul -de -sac. The Planner <br />replied that the Code allows either a 500 or 600 foot length, as well as <br />5 <br />Page 18 <br />
