MINUTES <br />Parks & Recreation Commission <br />November 3, 1994 <br />However, he felt that the LCRA should help structure the <br />tournament and make the request on behalf of themselves. <br />Wehrle stated that the outside request that was received <br />this year was for a good purpose, but the City would not <br />have received any funds from it. Wehrle felt that how <br />outside use impacts the neighborhood and how it benefits the <br />City should be considered, but he felt that the City cannot <br />answer those questions unless outside tournaments are tried. <br />The Director stated that he has not received many requests <br />for outside usage. Remerowski felt that the City has not <br />received more requests because it has not been public <br />knowledge that Pioneer Park was open for tournament usage. <br />Wehrle felt that the City could limit the number of <br />tournaments per year allowed and set a fee structure, and if <br />it does not work out or if there are a lot of complaints, it <br />could be changed. Wehrle asked if a formal policy is <br />needed. He felt that it could be an informal policy at this <br />point in time. <br />Remerowski stated that he would not be in favor of more than <br />one tournament a month at the Pioneer Park facility to start <br />out with. He felt the City should ease into it and see what <br />happens. Wehrle asked if the groups should be limited to <br />non - profit. He indicated that he would have a problem with <br />a for profit group coming in to use the park for <br />tournaments. Remerowski stated that he also was not in <br />favor of profit groups using the park. <br />Johnson asked why it mattered if the groups were profit or <br />non - profit. Remerowski stated that if the tournaments are <br />run improperly, it could cost the City more than the fee <br />that is charged for repair of fields, police protection, <br />etc. Johnson felt that there could be the same risk with <br />non - profit groups. Wehrle felt that the City could ask for <br />references where the groups have held tournaments before and <br />how they were handled. Remerowski stated that he still was <br />not in favor of a profit group using the fields for <br />tournaments at any fee. <br />Hartmann felt that a question on field usage for tournaments <br />by outside groups should be added in the community survey <br />that will be conducted. Remerowski stated that there is a <br />question in the survey on the matter. <br />Wehrle asked if the Director already has a priority system <br />in place where City groups would get first choice on use of <br />the ballfields for tournaments. The Director stated that <br />City - affiliated groups should get top priority. He felt <br />that few outside requests will be received even if the <br />-7- <br />Page 70 <br />
