The Director stated that he just does not want to be locked out completely of the possibility of letting outside groups use the park for tournaments. Hartmann felt that if outside groups are allowed to use the fields, they should have to pay for the City employees to staff it. Holm asked if the Director told other cities that Little Canada was interested in outside usage of the fields, would those cities refer groups to Little Canada. The Director stated that he does not want to advertise or solicit groups to use the park for tournaments, but would rather wait and handle the requests if they came in. He stated that he is not pushing to get outside tournaments in Little Canada, but would just like that option available if it does come up. Hartmann stated that he does not want Pioneer Park turned into a tournament park where every weekend there are tournaments. The Director reassured Hartmann that he was also against that. Hartmann stated that if tournaments are held in the park, the City would have to deal with the parking problem. He questioned where people would park when all four fields were in use. The Director stated that every complex he has been to in other cities have that same concern. They do not have enough parking to accommodate weekend tournaments. Wehrle asked if the Council or the Director was looking for a recommendation on the field usage policy. The Director stated that he did not think the Council had a directive on the issue. Wehrle stated that he had no problem with limiting the number of tournaments per month under the policy now because he feels that it would give the City a starting point only, and it could be changed in the future if necessary. The Director stated that if he was approached by an outside, non - profit group about using the fields for a tournament, he would like to be able to set a fee structure and charge them for its use. Wehrle stated that he had no problem with that, but in fairness to the neighborhood he felt there should be a limit to the number of tournaments held in the park per month. Wehrle asked if two tournaments per month would be too restrictive. The Director stated that two per month is not too restrictive, and he felt the City would not receive that many requests.
