MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 1998 <br />Dick Kimmes described the drainage plan as well as the filling that would <br />be required. <br />DeLonais asked if Mr. Kimmes has obtained the ponding easement from <br />the property owner to the west, Brian Ducharme. Kimmes reported that he <br />has had discussions with Mr. Ducharme, but had not obtained a signed <br />easement at this point. Mr. Ducharme is present this evening and can <br />speak on the issue of the easement. <br />The City Engineer reported that the existing hole on the Kimmes property <br />does not collect all the run -off from the property. The proposed pond <br />would take about 75% of the run -off. <br />John Grabrick, Greenbrier Circle, disagreed and reported that there are <br />existing drainage problems on County Road B -2 at Greenbrier Circle. The <br />City Engineer reported that his study was focused on the proposed <br />Gilanderi Addition drainage, and if there are existing drainage concerns <br />downstream, those should be taken up with the City Administrator and <br />Public Works Director. The Engineer indicated that his goal with the <br />Gilanderi Addition was to limit surface water run -off after a 100 -year <br />storm to no more than pre - development levels. <br />Chuck Plow, the engineer representing Mr. Kimmes, reported that the <br />existing hole on the property is about 6 to 7 feet deep. The proposed pond <br />would be 3 feet deep. Surface water would collect in the pond, and the <br />pond would drain dry through controlled out flow. The pond is proposed <br />to be located on the Gilanderi Addition property and extend onto the <br />Ducharme property. <br />Brian Ducharme, property owner west of the proposed plat, expressed <br />concern that once the Gilanderi Addition is developed, he will have five <br />new neighbors and if there are drainage problems after development, he <br />will have to deal with these five neighbors. Ducharme indicated that some <br />time in the future he might want to develop a couple of lots on his <br />property, and expressed concern that the pond would present a problem for <br />him. <br />The City Engineer pointed out that Mr. Ducharme does not have to grant <br />an easement allowing the pond to extend onto his property. <br />Ducharme expressed concern that a lot of trees will be disturbed as a result <br />of the development. Ducharme felt there were a lot of things for him to <br />consider in granting this easement. Ducharme indicated that he did not <br />want to cause himself problems in the future as a result of granting the <br />easement.
