MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2012 <br />LCRA The Little Canada Recreation Association will be hosting its annual <br />HALLOWEEN Halloween Dance on Friday, October 26, 2012, at St. John's Church, <br />DANCE from 7 p.m. until midnight. The cost is $10 at the door. Costumes are <br />optional. <br />PROPERTY Blesener opened the Public Hearing to consider the Property Division <br />DIVISION, subdividing a portion of 477 Little Canada Road (former Norm's Tires <br />REZONING, property) and Combining it with 2665 Noel Drive (Watershed District <br />AMEND CUP — property), Rezoning of subdivided property from Auto - Oriented <br />WATERSHED Business (3-2) District to Public (P) District, as well as an Amendment <br />DISTRICT to Conditional Use Permit to allow the Public use of the property by the <br />Watershed District. Blesener reported that the City Planner and the <br />Planning Commission have recommended approval subject to conditions. <br />The City Planner reviewed his October 4, 2012 report noting that the <br />property division and combination meet Code requirements. The Planner <br />noted that the Watershed is working with the City Engineer on drainage <br />issues, and the Engineer is awaiting final drainage plans. The Planner <br />pointed out that the Watershed has indicated that they will comply with <br />the conditions recommended by both his office and that of the City <br />Engineer. The Planner pointed out that the Watershed has requested a <br />period of time within which to make the site improvements submitted, as <br />they would like to work with whoever purchases the former Norm's <br />property to coordinate improvements. The Planning Commission has <br />recommended a two year time frame for these improvements to be made. <br />The Watershed has indicated that that time frame is acceptable, and their <br />hope would be to make site improvements quicker than that. <br />Cliff Aichinger, Ramsey - Washington Metro Watershed District, reported <br />that when the former Norm's property was put up for sale, the Watershed <br />considered it to be an opportunity to purchase the adjacent garage and <br />some additional land. Aichinger noted that the garage will resolve the <br />Watershed's storage needs. Additional parking is also needed. Therefore, <br />the Watershed Board felt this was a unique opportunity to resolve these <br />issues. Aichinger also reported that both Mrs. Strohbeen and her realtor <br />feel that the sale of the garage building will help in making the remaining <br />property more saleable. <br />Blesener asked if the additional parking will be pervious surface. <br />Aichinger indicated that he was not sure at this point, noting the request to <br />postpone improvements at this time. Details would be worked out in the <br />meantime. Aiehinger indicated that the hope is to work with the new <br />owner of the former Norm's to remove some of the blacktop area and add <br />planted areas along the new property line. <br />2 <br />
