MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2012 <br />CONSENT <br />AGENDA <br />RESOLUTION NO. 2012 -10 -188 — APPROVING AN AMENDMENT <br />TO CONDITIONAL USE PERMIT ALLOWING THE PUBLIC USE <br />OF THE PROPERTY TO BE COMBINED WITH THE RAMSEY- <br />WASHINGTON METRO WATERSHED DISTRICT PROPERTY AT <br />2665 NOEL DRIVE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -10 -189 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*AUTHORIZE ADVERTISEMENT OF VACANCIES ON THE <br />PARKS & RECREATION COMMISSION AND THE PLANNING <br />COMMISSION; <br />*APPROVAL OF CONTRACT WITH RAMSEY COUNTY <br />SHERIFF'S DEPARTMENT AND AUTHORIZING THE MAYOR <br />AND CITY ADMINISTRATOR TO EXECUTE ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />HOOKAH Nathan Ellery appeared before the Council reporting that he and two <br />HIDEOUT partners are interested in purchasing The Hookah Hideout. Ellery reported <br />that they have reviewed the City Code which prohibits hookah <br />establishments as well as the minutes of Council meetings during which <br />discussions occurred relative to the Hookah Hideout. Ellery indicated that <br />before they make an offer for The Hookah Hideout they wanted to <br />approach the Council to see if they would extend the grandfathering of the <br />license to them as new owners. <br />Blesener indicated that until the Legislature corrects the loophole in the <br />Clean Indoor Air Act, he would not support an amendment to the City's <br />Tobacco Ordinance which prohibits hookah shops. The City <br />Administrator reported that the MN Department of Health has sent letters <br />4 <br />
