MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2012 <br />The Administrator indicated that it would be his recommendation that <br />when the Council acts on the project, that a conditional approval be <br />granted. The Administrator reported that he would draw up a listing of <br />potential conditions, and suggested that some of these could include: <br />o Addition of shoulders on the west side of Country Drive in <br />the area of the storm sewer repair; <br />o Addition of a sidewalk along Country Drive; <br />o Clean up landscaping along Country Drive; <br />o Repainting of sound walls that were constructed as part of <br />the Unweave The Weave project; <br />o Installation of glue /laminate sound wall on the south end of <br />the existing west or east side of 1 -35; <br />o Addition of landscaping in lieu of a sound wall adjacent to <br />Heather Oaks; <br />o Addition of landscaping along the new sound walls; <br />o Reimbursement of the City for Little Canada Road bridge <br />work that should have been included as part of the <br />Unweave The Weave project. <br />McGraw suggested a new /improved facade on the Little Canada Road <br />bridge. He also suggested that MN DOT complete the landscaping that <br />was planned as part of The Unweave The Weave project, noting that that <br />budget had been cut by approximately $400,000. <br />Blesener suggested that this would be an opportunity to request that a <br />design be added to the sound walls similar to what is being done in the <br />City of St. Paul. He pointed out that MN DOT has indicated that up to 3% <br />of the cost of the new walls could be used to add a design element to the <br />walls. <br />The City Administrator reported that he would compile a list and submit it <br />to the Council for review. He suggested that a workshop meeting be held <br />with MN DOT to review these conditions prior to the November 28th <br />public hearing. <br />It was noted that MN DOT is compiling survey ballots from impacted <br />property owners on whether or not property owners want new sound walls. <br />McGraw asked when the results of that balloting would be available. The <br />City Administrator reported that MN DOT has indicated that the results <br />will be available by November 10th. He indicated that the Mayor has <br />suggested that the City conduct its own survey asking not only about the <br />walls but also about additional landscaping. The Administrator indicated <br />that he would draft a survey to be submitted to impacted property owners. <br />6 <br />
