MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2012 <br />Keis asked about the extent of the project. The Administrator noted that <br />MN DOT is already proceeding with this project from downtown St. Paul <br />to Maryland Avenue. The project in question is the next phase. <br />McGraw asked about the timing of the Rice Street Phase II project. The <br />Administrator indicated that he assumes Rice Street Phase II will happen <br />in 2016 and 2017. MN DOT has requested that the County delay this <br />project until the MN PASS project is completed in 2015 given Rice Street <br />will be used as an alternate route. McGraw suggested that the Rice Street <br />Phase II section be overlaid at this time given the reconstruction delay and <br />its use as an alternative route during the MN PASS project. The <br />Administrator thought that the County had made that request of MN DOT. <br />Again the Administrator indicated that he would draft a list of project <br />conditions for the Council's review. He will also contact MN DOT to <br />schedule a workshop meeting to discuss the proposed conditions. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -10 -190 — CALLING A PUBLIC HEARING <br />FOR WEDNESDAY, NOVEMBER 28, 2012 AT 7:30 P.M. TO <br />CONSIDER THE GRANTING OF MUNICIPAL CONSENT TO THE <br />MN PASS PROJECT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />LITTLE The City Administrator reported that he is working with Ramsey County <br />CANADA to obtain approval of cost sharing for the Little Canada Road improvement <br />ROAD from 35E to Edgerton Street. Current estimates are $1,289,315 with the <br />UPDATE County's share at $984,259 (76 %) and the City's share at $305,036 (24 %). <br />The Administrator noted that the City would be responsible for the cost of <br />easement acquisition, which is not reflected in these estimates. He also <br />noted that the County has not given final approval to the project, but felt <br />that it would move forward next year. The Administrator indicated that he <br />informed the County that the City needs to know if the project is a go for <br />2013 as it will have to begin working on easements as soon as possible. <br />The Administrator reported that the estimate to bury power lines from 35E <br />to McMenemy Road is $420,000. This would be a City cost, and the <br />Administrator recommended if the Council decides to bury the power <br />lines, a community requested special facility surcharge (CRFS) be put in <br />place to recover this cost. This is how the City of Roseville paid for their <br />share of costs of burying power lines as part of the Rice Street Phase 1 <br />7 <br />
