MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 2012 <br />project. The Administrator reviewed a chart showing the impact of a <br />CRFS on the various customer classes, noting that a residential customer <br />would be charged $2.02 per month. The CRFS would be needed for a 3- <br />year period. <br />Blesener asked if the power poles would remain on the Little Canada Road <br />bridge over 35E. The Administrator indicated that they would. Montour <br />asked the cost of burying the power lines from McMenemy to Edgerton. <br />The Administrator estimated that cost at $450,000. He noted that in <br />looking at the area, the power lines are out in the open from McMenemy <br />to the east end of the cemetery. However, from that point to Edgerton, <br />they are in the tree line. The Council directed the Administrator to get a <br />cost estimate for burying the lines from McMenemy to the east end of the <br />cemetery. <br />The Council discussed the CRFS noting that once the Rice Street Phase II <br />project moves forward, this surcharge will likely again be needed to pay <br />the cost of burying those power lines. However, given the timing of the <br />Little Canada Road and Rice Street projects, each would require a 3 -year <br />surcharge which would run consecutively. <br />Blesener asked the impact to St. John's Church and other property owners <br />if the power lines are buried. The Administrator noted that property <br />owners would have to upgrade their services to accept underground <br />utilities. Those that do not would have poles in their yards, with the <br />Administrator suggesting that the poles could be moved further back from <br />the road The Administrator indicated that he would obtain additional <br />information on these details. He noted that the Council will have to make <br />a decision on this issue before the end of the year. Once he has more <br />information from the County, the Administrator indicated that he would <br />again report to the Council. <br />AMEND FEE The City Clerk presented the Council with a proposed ordinance amending <br />SCHEDULE- the City's fee schedule to establish a license fee for animal day <br />ANIMAL DAY care /kennel facilities. She noted that the Council recently established the <br />CARE & animal day care /kennel use as a conditional use in the I -1 District. That <br />KENNEL Code provision requires the licensing of these facilities. Licensing this use <br />LICENSE FEE provides the City with enforcement measures in the event that such a <br />facility is not run properly and has code violations. The Clerk noted that <br />she surveyed surrounding cities relative to their kennel license fee and <br />presented the results of that survey. <br />The Council reviewed the recommendation, and based on inspection <br />requirements for this type of use, agreed that the annual license fee should <br />be $100. <br />8 <br />
