The Administrator also pointed out that <br />since outdoor storage regulations were changed, that issue has been much <br />easier to manage. <br />Stanke asked if he could be exempt from the moratorium so that he could <br />rent his building. <br />Dominic Carchedi reported that he applied for an auto repair -major license <br />for 182 Ryan Lane, Suite C. Carchedi reported on the chain of events that <br />led to his business operating in this location prior to being issued a license. <br />Upon notification by the City, the business was ceased and the property <br />cleaned up. Carchedi indicated that he would like a license for his <br />business. The business consists of the purchase of vehicles from the <br />auction. Those vehicles are then fixed up and sold. Carchedi reported that <br />he has learned that the City requires an auto repair- salvage license for <br />those vehicles that have a salvage license. Carchedi noted the pictures of <br />the vehicles that he deals in and noted that they are not damaged over <br />80 %, which he believed would be the threshold for a salvage vehicle. <br />Keis pointed out that the pictures show vehicles that would require a lot of <br />body work. Carchedi agreed, but noted that he would take the vehicles to <br />Maaco to be painted. Carchedi asked, however, if he could put in a paint <br />booth. He discussed this possibility with the Fire Marshal who indicated <br />that there are a lot of regulations that would need to be met to get approval <br />for a paint booth. However, the Fire Marshal would not give him those <br />regulations without his paying $.25 per page for approximately 500 pages <br />of regulations. The City Administrator agreed that there are extensive <br />codes that apply for paint booths. These codes are part of the International <br />Fire Code which is copywrited, therefore, cannot be provided free of <br />charge. <br />Carchedi stated that he did not anticipate it would be a problem to put an <br />auto repair use at 182 Ryan Lane. He acknowledged that there was an <br />auto repair business at 182 Ryan Lane, Suite B, that has caused problems <br />for this City. <br />The Administrator asked if it was Carchedi's intention to work on vehicles <br />with salvage titles. Carchedi indicated that he would not buy vehicles <br />with a salvage title for parts only. He would buy vehicles with a salvage <br />title that would be repaired and sold. The City Administrator noted that <br />the City's auto repair - salvage license applies to vehicles with a salvage <br />title and does not refer to parts -only vehicles. <br />The Administrator reported that when Mr. Carchedi first came to the City <br />looking for licensing, the City did not have an auto repair - salvage license <br />available.
