The Administrator also reported <br />that Mr. Carchedi indicated that he is also looking for an outdoor auto <br />sales license, and there are none available. Carchedi reported that the sale <br />license is not a big deal; he can sell his vehicles at another location. <br />Carchedi also indicated that the auto repair -major license would work for <br />him, and he would not buy vehicles with salvage titles. <br />Russ Fischer, 3176 Ryan Lane, reported that Balta's Towing has moved <br />out of his property. The business started out operating as a towing <br />company, but the nature of the business quickly changed. Fischer stated <br />that there were issues with this business that he did not want, as well as <br />concerned expressed about the business by the Fire Marshal and Code <br />Enforcement Officer. Fischer also reported that he has vacancies in his <br />building and the inability to rent to businesses with auto - related uses <br />would be a hardship. <br />Blesener asked if Ryan Industrial Park had a reputation as a place to locate <br />an auto repair business. Fischer stated that over the years there has been <br />interest in Ryan Industrial Park from auto repair businesses. When the <br />economy was better, the property owners were able to lease space to other <br />businesses. 1- lowever, at the present time the only inquiries for lease space <br />are coming from these auto - related businesses. Fischer stated that he does <br />not want an auto repair- salvage business, preferring an auto repair <br />business similar to Belland's. Fischer stated that if the City closes him <br />down to renting to auto - related uses, he is not sure what will happen and <br />he will not be able to afford to keep the building up. <br />Keis asked if there used to be a limit on the number of auto repair -major <br />licenses. The Administrator did not recall on limit on that type of license, <br />but noted that auto repair- salvage and outdoor auto sales have limits. <br />Keis indicated that there does not appear to be a problem with the auto <br />repair -minor and auto repair -major licenses. Problems appear to be more <br />prevalent with auto repair - salvage and auto sales licenses. <br />Blesener asked if the City could repeal part of the moratorium. The City <br />Attorney replied that it could. The City could repeal a portion of the <br />ordinance or it could provide for a temporary period of time in which <br />selected licenses could be applied for and issues. Blesener suggested that <br />the temporary grace period may help Messrs. Stanke and Rossow as they <br />have prospective tenants at this time. However, he was not sure it would <br />help Mr. Fischer. Rossow noted that he would also need a Conditional <br />Use Permit, and it takes a period of' time to go through that zoning process. <br />Stanke asked if he could take out a business license as the building owner <br />and then turn the license over to a lessee.
