MINUTES <br />CITY COUNCIL <br />JUNE 10, 2026 <br />Community Development Director confirmed that this service is local but could bring you to a <br />main transit line location if you wanted to travel outside of the community. <br />Kwapick stated that Roseville does have this service, but it is quite limited. He asked if there is <br />an initial proposal on whether this would be only within Little Canada proper, or whether other <br />practical locations would be included, such as a grocery store across the border. The <br />Community Development Director stated that it is his understanding that Little Canada will be <br />part of a service area that could include some locations outside the border of Little Canada <br />proper. <br />Mayor Fischer commented that one of the biggest concerns he receives from seniors is the lack <br />of transportation services, and he will support the expansion of transit options for residents. <br />Schwalbach asked if there is any downside to this or whether any cities have denied the request. <br />The Community Development Director stated that he is not aware of any downsides or <br />communities that have declined the service. He explained that it is a smaller bus that provides <br />local service to residents at a lower fare than other similar services like Uber or Lyft. <br />Mayor Fischer recognized the great service this would provide to residents with mobility <br />challenges. <br />Schwalbach introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-6-85 — RESOLUTION OF SUPPORT• - RANSIrS <br />REGIONAL SOLICITATION•• , • •R METRO MICRO <br />TRANSIT SERVICE <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Resolution declared adopted. <br />RESCIND AWARDED CONTRACT AND AWARD NEW CONTRACT TO THOMAS AND SONS <br />CONSTRUCTION FOR THE RICE STREET SIDEWALK PROJECT <br />The City Engineer stated that at the May 27, 2026, City Council meeting, a contract was awarded <br />to Clark Companies. Since the award, Clark Companies notified City staff that it no longer has <br />sufficient staffing capacity to complete the project and requested that the City proceed with <br />another contractor. The City then contacted Thomas and Sons Construction, which confirmed it <br />is willing to complete the project at its bid price from the May 19, 2026, bid opening. He <br />reviewed the difference in the bid amounts and explained that in this scenario, the City has the <br />ability to submit a claim against the Bid Bond submitted by Clark Companies. Staff will evaluate <br />whether to submit a claim against the Bid Bond, noting that the maximum claim is capped at <br />$27,500. He stated that Ramsey County has been informed of the change and recommended <br />approval as presented. <br />Kwapick asked for more information on the bid bond claim. The City Engineer stated that any <br />revenue from that claim would be split with Ramsey County, just as the additional cost is shared <br />with them. <br />Mayor Fischer recognized that these are City dollars paid by the residents.
