MINUTES <br />PARKS & RECREATION COMMISSION <br />NOVEMBER 1, 2012 <br />also checked elevations verifying that without the Metro Sewer <br />connection a lift station would be needed to install sewer to a warming <br />house in that location. <br />Sanders reviewed a diagram of the property and reviewed the location of <br />the Metro Sewer line as well as the two St. Paul Water Department lines. <br />The Director indicated that his thought was to move the warming house <br />location approximately 100 feet further south into the site, making the <br />warming house accessible to the two sheets of ice (hockey rink and <br />pleasure rink). Sanders noted that the sewer line and water lines, will <br />present some challenges in locating the new warming house. However, it <br />was thought that both Metro Sewer and St. Paul Water would be willing <br />to work with the City on issues of setbacks. The Director pointed out that <br />St. Paul Water accommodated the concrete for the skateboard park over a <br />portion of their water line. The risk to the City is if repairs are needed on <br />that line and the concrete is disturbed, the City would have to pay for the <br />restoration of the concrete. <br />Sanders indicated that the City should get an accurate location of the <br />sewer line and water lines. Sanders and the Director thought that the City <br />has survey information showing these lines. <br />Maida asked if the City would have an appraisal done of the property it <br />would like to purchase from St. John's. The Director reported that <br />appraisals have been obtained in the past, sometimes utilizing one <br />appraiser that is mutually agreed upon by both parties, sometimes <br />utilizing different appraisers and splitting any differences. Sanders noted <br />that the land in question is not utilized by the Church, and suggested that <br />it may be possible to negotiate a price directly with the Church. The <br />Director pointed out that the first step would be to determine the exact <br />location for the new warming house, which will then result in identifying <br />how much property would be needed from the Church. <br />Sanders asked if the floor plan for the warming house would be similar to <br />the existing warming house on Demont Avenue. The Director replied that <br />it would except the new warming house would have bathrooms and may <br />need to be narrower. Maida asked if the existing warming house would <br />be removed. Sanders replied that it would. <br />The Director indicated that the plan would be to have the bathrooms <br />available during the summer months for those people using the skateboard <br />park. Sullivan indicated that in Roseville they have bathroom locks on <br />timers so that the bathrooms will lock and unlock at specified times.
