Whereas most subdivision requests require the processing of a preliminary and final <br />plat, the Subdivision Ordinance permits subdivisions creating no more than two lots to <br />proceed based on survey data, and without full platting, showing that the parcels are <br />otherwise compliant with all of the City's relevant zoning and other development <br />standards. <br />Because the Ramsey County Recorder retains authority to record and approve new <br />legal descriptions, it is occasionally possible that the Recorder will reject a non - platted <br />subdivision that has a confusing or inappropriate description. That does not appear to <br />be the case with this application, however, it remains within the County's final <br />determination. <br />The submitted survey has identified the required boundary line easements around the <br />two new lots. The survey does not indicate the existence of any current easements or <br />other impediments to subdividing or developing the parcels as proposed. <br />Summary and Recommendation <br />The proposed subdivision proposes to create two new buildable parcels from seven <br />previously platted lots, all of which are unbuildable due to their dimensions. The <br />proposed parcels meet the City's zoning requirements, and due to the size and scope of <br />the subdivision, a full plat is not required. Staff recommends approval of the subdivision <br />as presented. <br />The City is not able, with the information submitted, to certify that the lots are buildable <br />due to potential subsurface conditions or other limitations that may arise. Staff has no <br />specific knowledge of any issues with these lots, but merely notes that it is uncommon <br />for land to have remained undeveloped within an otherwise fully- developed <br />neighborhood for many years.
