MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2012 <br />The Council then discussed the issue of outdoor storage in the Owasso /Woodlyn <br />redevelopment area. The Administrator reported that McGough is aware of the <br />City's concerns relative to outdoor storage. He anticipated a high quality <br />development with outdoor storage at a somewhat higher percentage than <br />allowed in the I -P District. The Administrator again noted that McGough <br />indicated they would work on some scenarios and bring those in to the City in <br />January. He also noted the desirable location of the Owasso /Woodlyn <br />redevelopment area. <br />The Administrator asked if the Council supported the continued investigation <br />into the two alternative Public Works sites. He noted that the City Engineer is <br />currently arranging for soil borings in the redevelopment area, and suggested <br />that some borings also be done on the Schrier property. That information, <br />coupled with scenarios that will be presented by McGough in January, will be <br />helpful in moving forward with some decisions. <br />The Council again discussed the issue of outdoor storage questioning the <br />amount of outdoor storage that McGough Construction would feel necessary. <br />The Administrator reported that McGough is aware that the City would not <br />support outdoor storage to the level allowed in the 1 -1 District, but would likely <br />be looking for more than what is allowed in the 1 -P District. The Council noted <br />that redevelopment of this area would like occur under a Planned Unit <br />Development (PUD). <br />The Council indicated its support for additional research of the two alternative <br />sites including soil borings on the Schrier property. <br />The Administrator indicated that Donovan Construction would like to have a <br />signed purchase agreement with the City before the end of the year in order to <br />avoid potential changes in capital gains tax law. The Administrator noted that <br />the City would not have to close on the property before the end of the year, <br />however. He also suggested that he enter into discussions relative to the <br />Tachney and R & S properties. <br />McGraw asked what entity would develop this area. The Administrator was not <br />sure what McGough's preference would be at this point, but noted that at a <br />minimum they would do the layout for the area and perhaps market it. He <br />reported that McGough indicated that they may pre -lease buildings prior to <br />development. <br />Blesener felt that redevelopment of the Owasso /Woodlyn area would likely be <br />easier without factoring in a new Public Works facility in the area. Council <br />agreed, and the consensus appeared to be locating Public Works on the Schrier <br />property, but not yet ruling out the Precision Tree site. Again, there was <br />3 <br />
