MINUTES <br />CITY COUNCIL <br />APRIL 9, 2008 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />GAMBLING The City Clerk reviewed her report dated March 31, 2008 regarding the <br />ORDINANCE request of North Suburban Youth Foundation to delete the City's <br />AMENDMENT requirement that a CPA sign a charitable gambling organization's the <br />monthly gambling reports. The Clerk noted that given the tough economic <br />times being experienced in charitable gambling, charities are looking for <br />ways to reduce expenses. The Clerk noted that charities would still be <br />required to submit annual audits prepared by a CPA. She further noted <br />that while the CPA-prepared audit is a State Statute requirement, the CPA- <br />signed monthly report is not. <br />The Clerk noted that the City included this requirement as part of its <br />Gambling Regulations at a time when the charitable gambling climate was <br />much different than it is today. The Clerk recommended approval of the <br />amendment to the ordinance deleting the CPA-signed monthly report <br />requirement. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-4-97 -AMENDING CHAPTER 81 S OF THE <br />LITTLE CANADA CITY CODE, KNOWNAS THE MUNICIPAL <br />CODE, RELATING TO THE CONTINUING REGULATION OF <br />CHARITABLE GAMBLING ORGANIZATIONS AS <br />RECOMMENDED BY THE CITY CLERK <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ELECTRIC The City Administrator reviewed his report dated March 31, 2008 <br />FRANCHISE recommending approval of the amendment of the City's electric franchise <br />FEE fee ordinance extending the collection electric franchise fee to coincide <br />ORDINANCE with the 20-year term of the Electric Franchise (through September of <br />2023). The City Administrator reviewed the background of this fee <br />pointing out that it was first implemented in 2003 in order to offset the <br />State's cuts of local government aids that resulted from the State's budget <br />crisis. He noted that the franchise fee has been generating approximately <br />$210,000 for the City each year. This revenue has been used water quality <br />and storm water improvements, as well as street reconstruction projects. <br />
