MINUTES <br />CITY COUNCIL <br />APRIL 9, 2008 <br />Blesener suggested a combination of the urban and rural sections, <br />considering options. of curb and gutter on one side of the street or on both <br />sides at the north end of the road. The Administrator agreed that other <br />options exist. <br />Allan noted the residential assessment rate versus the commercial rate, and <br />suggested that the Zoch's may want to consider the rezoning of their <br />property to residential. The Administrator indicated that staff has <br />discussed this with the Zoch's. (The commercial portion of the <br />assessment can also be deferred until the property develops commercially, <br />if ever.) <br />The Council discussed the potential that impacted property owners may be <br />opposed to any improvement of Condit Street. It was noted that the <br />biggest concerns expressed in the past have been with street width and tree <br />impact. The Council indicated that the project may move forward in some <br />form even if property owners are opposed. Allan noted that given the <br />unique circumstances with Condit Street, a rural reconstruction makes <br />sense. Blesener suggested that it may be possible to reconstruct to urban <br />standards on 75% of the street and rural standards on 25%. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-4-99 -RECEIVING THE REPORT AND <br />CALLING FOR AN IMPROVEMENT HEARING ON CONDIT <br />STREET FOR MONDAY, APRIL 28, 2008 AT 6:30 P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />VII{ING The City Administrator reported that the City has received one proposal <br />DRIVE/RICE for the development of the City's property at Viking Drive and Rice <br />STREET Street. Two developers, R. J. Marco and Sherman Associates, have <br />PROPOSALS indicated that time constraints are problematic therefore, would not submit <br />proposals at this time. The Administrator indicated that the proposal <br />received appeals to comply with the general parameters of the RFP that <br />the City prepared.
