agency and MnDot, modifications may be made permanent or returned to their <br />condition prior to the MnPass project at the completion of the project. <br />9. MnDot is to provide active support and outreach to Little Canada businesses and <br />residents during the construction project. At a minimum, this encompasses timely <br />construction updates and advance notification of traffic changes and detour routes. <br />10. The City reserves the right to add any additional items in the Memorandum of <br />Understanding prior to execution for issues that arise during the design of the project in <br />order to protect the interests of the City, County or the general public. <br />NOW THEREFORE BE IT RESOLVED that said layout for the MnPass improvements within <br />the Interstate 35 -E corridor and within the corporate limits of the City of Little Canada are <br />hereby approved subject to the following conditions: <br />• MnDot will remove brush from the fencing along Country Drive and the planting areas <br />along Country Drive from the Waterworks Right -of -Way to Little Canada Road. <br />• MnDot will provide the City the opportunity, in association with MnDot's work on the <br />existing storm sewer pipes traversing Country Drive and I35 -E, to address necessary <br />repairs to the City's 15" storm sewer inlet on Country Drive to eliminate the cause of the <br />sinkhole in this area with the cost associated with this work to he the City's <br />responsibility. <br />• Coordinate sound barrier construction at Little Canada Road & I -35E southbound on <br />ramp to meet differing concerns Australian Avenue area residents and that of Gopher <br />Electronics and the Clark gas station. To resolve this issue, a neighborhood meeting shall <br />be scheduled with the affected parties to discuss design options. MnDot and the City <br />shall host the meeting. This meeting will also address the construction of the wall on the <br />east side of the freeway interchange with residents and business along the south side of <br />Little Canada Road to also be invited. <br />• Evaluate the source and potential removal of the sand plume from northeast corner of <br />Savage Lake where it is believed an old MnDot storm sewer pipe discharged. Input from <br />the Minnesota Department of Natural Resources will be considered in determining <br />whether removal shall occur or not assuming it discharged from MnDot's pipe. <br />• Install visual barrier from south end of existing sound barrier wall on the east side of I- <br />35E to a line that would intersect with McMenemy Avenue. This is to be done with <br />significant plantings funded by an additional allocation of project money that does not <br />reduce landscaping allotments available to the overall project area nor limit other <br />landscaping work that will take place in Little Canada. MnDot shall coordinate this <br />effort with the City and neighborhood to ensure planting is significant and feasible in the <br />designated area. <br />• Eliminate the proposed sound barrier on the west side of I -35E located south of the <br />existing wall located between Demont Avenue and County Road 132. In lieu of this wall, <br />install an evergreen planting arrangement with appropriate density and evergreens of at <br />4 <br />
