MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 2008 <br />are very effective in reducing vandalism. Deeb asked if he could get a CUP <br />for his trailer storage. <br />The City Administrator again stated that the Deeb property history will have <br />to be reviewed to determine whether or not the trailer storage is <br />grandfathered in. With regard to whether or not a CUP could be issued, the <br />Administrator noted that containerized storage was acceptable storage under <br />a CUP, but the use of old semi-trailers as storage was not. <br />Deeb noted that he cannot add on to his building given that there is no road <br />to his property. The Administrator agreed that there were issues with road <br />access and utilities to this area. <br />Stanke stated that the owners in Ryan are satisfied with the proposal for a <br />Salvage Vehicle Repair license, but are dismayed that the ordinance change <br />was proposed after the last workshop with the owners. Stanke stated that he <br />should have no problems with his property, but noted that he does have <br />containerized storage. The Code Enforcement Officer noted that there is a <br />Conditional Use Permit for the Stanke property that would have to be <br />complied with or an amendment requested. <br />Stanke stated that he did disagree with the City limiting outdoor storage to <br />an accessory use of the property. He felt if property owners with large <br />tracts of land want to lease outdoor storage space, they should be able to. <br />He noted the outdoor storage needs of On-Site Sanitation and Quality <br />Restoration and felt a property owner such as Lee Rossow with a large tract <br />of land should be able to lease outdoor storage space to these businesses. <br />Stanke felt it was anti-business to not allow the leasing of outdoor storage <br />space. He again pointed out that the buildings in Ryan do not have loading <br />docks, therefore, do not lend themselves to warehousing businesses. <br />Knudsen asked why these buildings were consriucted without loading <br />docks. Lee Rossow replied that the quality of the land would not support <br />the weight of a loading dock unless it was supported with pylings. <br />Stanke urged the Planning Commission to work with the property owners <br />on the outdoor storage issue. Stanke suggested the formation of a <br />commission that would put a 10 to 20 year plan together for Ryan Industrial <br />Park. Stanke noted that the City is playing with the retirements of the <br />building owners in the Park. Their concern is that the over regulation of the <br />Park will bring the values of their properties down. <br />Duray pointed out that the biggest problem in the park has been with <br />outdoor storage. Stanke again urged the Commission to allow property <br />owners to lease excess land for outdoor storage. <br />-6- <br />
